POSITION OBJECTIVE

ELLA Contracting is seeking a Project Manager to join the team in San Antonio, Texas, with a primary focus on public works projects. This role is designed for an experienced, hands-on Project Manager who knows how to run work day one and is comfortable owning multiple projects simultaneously.

This is not an entry-level or “learn-on-the-job” PM role. ELLA is looking for someone who understands how to build public works projects, manage risk, communicate confidently on behalf of the company, and operate with a strong sense of ownership and follow-through.

The Project Manager will work closely with field leadership and company executives to help stabilize and grow the San Antonio operation, while contributing to ELLA’s long-term vision of divisionalized public and commercial work across Texas.


POSITION KEY RESPONSIBILITIES

  • Develop working budgets, schedules, cost accounting, invoices, contracts, change orders and other management tools
  • Oversee multiple civil construction projects, ensuring they stay on schedule and within budget ($15–$20 Million in workload).
  • Manage underground utility installations, including storm drainage, sanitary sewer, water, and fire lines.
  • Lead project teams, ensuring alignment with ELLA’s core values and operational goals.
  • Coordinate with clients, subcontractors, and internal teams to drive successful project completion.
  • Ensure compliance with safety regulations and industry best practices.
  • Support leadership in mentoring less experienced operations team and Assistant PMs, while contributing to team development over time.
  • Collaborate with estimating and preconstruction teams on project planning and budgeting.


SKILLS & EXPERIENCE NEEDED

  • Bachelor’s degree in Construction Engineering/Management or related field preferred but not required. 
  • 3-10 years of experience in heavy civil construction with a background in wet utilities. 
  • Deep knowledge of pipe installation, utility coordination, and site development.
  • Experience with public works or commercial projects strongly preferred.
  • Proven ability to manage complex projects and navigate challenges in the field.
  • Willingness to travel as needed to execute projects. 
  • Have general knowledge of estimating techniques, cost control and material pricing. 
  • Experience in Construction Management Software.
