The core purpose of this leadership role is to build dependable sourcing channels, hit measurable hiring targets, and partner across departments to maximize staffing readiness and retention. This position oversees recruitment personnel and reports directly to the agency Administrator or Director of Operations.

Responsibilities:

  • Manage and lead recruitment department staff, including training, coaching, territory mapping, and individual conversion auditing.
  • Establish performance standards, pipeline goals, candidate communication scripts, and escalation procedures.
  • Build and maintain active referral pipelines with HHA/PCA training schools, vocational programs, and workforce centers.
  • Coordinate agency presentations, graduate orientations, job fairs, and school outreach campaigns.
  • Design target-driven marketing strategies using job boards, digital ads, social media, and community networks.
  • Evaluate and optimize all sourcing channels for lead quality, conversion velocity, and cost-per-hire efficiency.
  • Oversee candidate prescreening, tracking, and handoffs from initial inquiry to active employment.
  • Streamline applicant bottleneck areas to reduce candidate drop-off while maintaining compliance integrity.
  • Align hiring initiatives with scheduling demand by prioritizing key geographic regions, shifts, and language capabilities.
  • Coordinate directly with HR and compliance teams to ensure quick, accurate credential and eligibility verification.
  • Formulate new-hire milestone check-ins (7, 30, 60, 90 days) alongside HR to improve caregiver retention.
  • Direct outreach campaigns targeting qualified inactive aides to facilitate workplace reactivation.
  • Manage recruitment expenditures, referral incentives, event budgets, and vendor productivity metrics.
  • Prepare and deliver weekly performance dashboards and monthly strategic reports to senior leadership.

Qualifications:

  • Previous experience managing a recruitment team; home care, LHCSA, or HHA/PCA recruiting background strongly preferred.
  • Deep functional knowledge of local caregiver sourcing channels and training-school relationships.
  • Strong supervisory, team coaching, negotiation, and cross-departmental communication skills.
  • Highly proficient with Applicant Tracking Systems (ATS), spreadsheets, and data dashboards.
  • Proven capability to set metrics, lower cost-per-hire, and drive pipeline conversion performance.
  • Working understanding of home care compliance, hiring regulations, and privacy standards.

Key Performance Indicators (KPIs):

  • Volume of qualified applicants and completed interviews achieved per recruiter and channel.
  • Total volume of completed hires, cleared credentials, and successfully activated aides.
  • Applicant-to-hire conversion rates and optimized time-to-hire metrics.
  • Performance productivity and fiscal return on investment (ROI) from school and community partnerships.
  • Precise recruitment cost per active hire relative to the approved agency budget.
  • New-hire milestone retention rates and successful reactivation numbers for inactive caregivers.
  • High accuracy, timeliness, and actionable value of all weekly and monthly analytics reports.
