Security Specialist, Skill Level 4
This position has been designated as mission critical/mission essential, meaning in the event of closure of NGA’s facilities, the individual(s) under this position are likely to be required to work as directed by the customer, if sufficient funding is available on contract.
Overall Assignment Description: Senior Personnel Security Division
Support Duties include:
• Responsible for providing direct support to PERSEC Division Chief
• Responsible to perform and/or directly support the duties described in positions 17 through 20
• (U) Lead and manage the contractor support to established PERSEC Division with oversight of positions 17 through 30
• (U) Shall ensure the contractor support individuals/team provide timely security support to Personnel Security’s internal and external tasking’s, projects, and programs
• (U) Document and manage collection of contractor team members Weekly Activity Report (WAR) actions in the SISP designated template and timeline to the Government Lead
• (U) Responsible for training contractor staff with desired skillset and PERSEC operating procedures for their respective duties, as needed
• (U) Responsible for providing back-up support when a contractor vacancy exists in coordination with the COR
• (U) Responsible for keeping Government Division Chief, POCs and Team Leads abreast of staffing changes, personnel transition plans, personnel onboarding status, and training plans in a timely manner
• (U) Monitor and manage supported security programs and operations by providing status reports and recommendations to Government POCs
• (U) Assist, collaborate, liaison, and coordinate with other internal and external customers, as needed
• (U) Provide agency level technical expertise concerning the personnel security disciplines and standard operating procedures
• (U) Monitor security compliance with PERSEC guidelines/procedures/policy through the review and analysis of appropriate metrics and records
• (U) Research, prepare and maintain security procedures/guidance, as needed
• (U) Provide security guidance and analyze complex data for contractors using DoD and IC regulations and requirements and make appropriate program recommendations
• (U) Design and develop report capabilities, generate reports containing security metrics and other statistical information; and further prepare and present briefings on security database operations, and metrics, as required
• (U) Bring security issues to the attention of the government in a timely manner
• (U) Support the NGA Personnel Security Appeals Board process by coordinating with subjects and PSAB Board Members or their Executive Assistants to schedule hearings (calendar invites with link to SISPA-PSAB folder included).
• (U) Coordinate with CIO-T to schedule conference rooms and/or dial in lines and PSAB advisors for hearings. Prepare visitor requests. Assemble PSAB appeal folders and binders. Act as custodian of PSAB laptops. Prepare PSAB opening remarks and voting sheets. Coordinate additional information if PSAB remands back to SISPA (mental • health evals, CEU investigators to obtain field documentation or interviews, etc.), Draft final PSAB decision letter for signature by PSAB president, scan all documents into Subject’s SBU and COE folders, ensure both COE and SBU folders match.
Skills and Experience:
Required:
• (U) Bachelor’s Degree or equivalent experience in a related field to personnel security
• Extensive experience in personnel security (11-14 years) in the DOD/IC
• (U) Experience leading personnel security programs
• (U) Demonstrated Experience with clear and concise writing skills
• (U) Positive, engaging communication skills
• (U) Excellent organizational skills to ensure meeting required timelines and Federal Investigative Standards quality standards
