PD04.1: Business Operations & Program Management Support Analyst (Governance) – Expert
Description: As a principal expert, this lead is responsible for designing, implementing, and optimizing the strategic governance frameworks and core business processes for a major portfolio or directorate. This highly strategic role focuses on ensuring that investment decisions are made through a structured, repeatable, and transparent process, and that operational workflows are continuously analyzed and improved for maximum efficiency, alignment, and effectiveness.
Duties May Include:
- Designing, documenting, and implementing the overall portfolio and program governance structure, including establishing charters and clear decision rights for governance boards, working groups, and steering committees.
- Managing the end-to-end governance lifecycle, from developing strategic agendas and pre-briefing leadership to facilitating board meetings and tracking the execution of all resulting decisions and action items.
- Leading formal business process re-engineering (BPR) initiatives to identify and eliminate redundancies, streamline critical workflows (e.g., requirements management, budget execution), and improve overall organizational performance.
- Developing and maintaining a comprehensive repository of Standard Operating Procedures (SOPs), process maps, and official guidance for all key business and governance functions.
- Acting as the primary strategic expert to senior government leadership on all matters of organizational governance, strategic alignment, process optimization, and change management.
Required Skills:
- A minimum of 12 years of demonstrated experience in program management, with a clear focus on establishing governance and leading process improvement.
- A Bachelor's degree in a relevant field.
- Expert-level experience establishing and managing formal governance processes and forums within a large, complex DoW or IC organization.
- Demonstrated experience leading multiple, successful business process improvement or re-engineering efforts.
Desired Skills:
- Master's degree in Business Administration (MBA), Public Administration, or a related field.
- Lean Six Sigma (Green or Black Belt) or other formal process improvement certification.
- Experience with the DoW Architecture Framework (DoWAF) and developing strategic roadmaps.
