Responsibilities:


Strategic and Operational Leadership

  • Lead the planning, design, operation, and maintenance of the organization’s high-voltage electrical system (69kV and 12.5kV), with assets exceeding $100 million.
  • Develop and manage a 5-year business plan and a 20-year infrastructure roadmap aligned with organizational goals.
  • Provide input on strategic planning to enhance workforce efficiency and system reliability.
  • Monitor and control the electrical utility operating budget, including forecasting, revenue generation, and performance analysis.


Technical Oversight

  • Oversee the integrity and performance of high-voltage transmission and distribution systems, substations, and supporting infrastructure.
  • Ensure all electrical work complies with safety standards, codes, and regulations.
  • Manage seismic mitigation initiatives and emergency response plans for high-voltage systems.
  • Conduct system audits, condition assessments, and manage asset data for maintenance and renewal programs.


Project and Staff Management

  • Supervise technical and trade personnel including engineers, specialists, managers, and project coordinators.
  • Oversee consultants, contractors, and internal teams to deliver utility projects efficiently and with minimal operational disruption.
  • Define performance objectives, track results, and ensure alignment with business plan goals.
  • Ensure all electrical staff maintain necessary trade qualifications and competency.


Stakeholder Engagement and Compliance

  • Serve as the internal subject matter expert on high-voltage electrical infrastructure and utilities.
  • Coordinate with external service providers, consultants, and authorities on electrical supply, compliance, and infrastructure development.
  • Support contract negotiations for power supply and ensure service alignment with internal needs.
  • Maintain and update technical guidelines and represent the organization in relevant utility and planning committees.


Qualifications:


Required

  • Undergraduate degree in Electrical Engineering or a closely related discipline.
  • Eligibility for registration or active membership as a Professional Engineer (P.Eng.).
  • At least 9 years of relevant experience in high-voltage systems and utility management.
  • Strong knowledge of electrical utility best practices, infrastructure planning, and engineering project delivery.


Preferred

  • Experience managing electrical distribution systems up to 69kV, including substations and underground ductbank systems.
  • Background in utility or municipal operations involving capital planning, engineering design, and execution.
  • Proven leadership in managing cross-functional teams, including professional and unionized staff.
  • Ability to solve complex engineering problems and coordinate multiple priorities effectively.
  • Familiarity with emergency planning, seismic resilience, and long-term infrastructure renewal.
  • Proficient with MS Office, AutoCAD, ETAP, and forecasting/modeling tools for energy and utilities.
  • Knowledge of technical standards and regulatory frameworks in the electrical utility sector.
  • Strong written and verbal communication, conflict resolution, and negotiation skills.
  • Valid driver's license in good standing.
