Job Description

Qualified candidates will have a BSCE degree, California Registration as a Professional Civil Engineer (Strongly Preferred), plus a minimum of ten (10) years of relevant experience in land development and/or public works (required); or the equivalent work experience of twelve (12) years in the industry. Qualified candidates will also have a minimum of eight (8) years of management experience supervising engineers, designers, and project support staff.

Management Experience Must Include:

  • Supervision of engineering design teams.
  • Managing project schedules and budgets.
  • Preparation and management of contracts, fee proposals, and scopes of work.
  • Extensive experience with client and public-agency interactions.

Technical Experience Must Include:

  • Site assessment and conducting engineering design studies (incorporating infrastructure and regulatory requirements).
  • Preparation/processing of regulatory plans.
  • Preparation/processing of public improvement plans for public agencies and capital improvement projects.
  • Preparation/processing of plans to support land development projects.
  • Expert-level experience with Los Angeles and Ventura County Public Works processing.
  • Ability to perform constructability reviews.
  • Experience providing a range of construction support services.

Software Proficiency Required:

  • AutoCAD/Civil 3D
  • Microsoft Projects
  • Bluebeam

Additional Skills:

  • Application of engineering principles, techniques, and procedures in design.
  • Strong knowledge of business and management principles, including strategic planning, resource allocation, leadership, production procedures, interview and hiring processes.
  • Ability to take responsibility for directing, controlling, and planning design team efforts.
  • Strong jurisdictional processing knowledge.
  • Effective contract negotiation skills.
  • High-level leadership and management abilities.
  • Ability to accept and apply constructive feedback.
  • Strong time management and organization skills.
  • Ability to maintain respect and confidence among coworkers and public agencies.
  • High-level competence in written and oral communication.
  • Knowledge of CAD software for preparing exhibits, studies, and final plans.

  2. How much land development and grading experience do you have? Provide examples of relevant projects.
