Our client is seeking an experienced Human Resources Manager to lead the HR function at a busy, unionized operation in Central PEI.
Reporting to senior facility leadership, the HR Manager will provide strategic and hands-on HR support across workforce planning, recruitment, employee and labour relations, compliance, performance management, benefits, HR reporting, employee communications, and HR team leadership.

Key Responsibilities
Workforce Planning & Talent Management
- Lead workforce planning initiatives to ensure staffing levels, skills, and resources align with operational requirements.
- Partner with leadership to develop and implement HR strategies supporting employee retention, productivity, engagement, and workforce stability.
- Monitor workforce trends, absenteeism, turnover, staffing gaps, and labour market conditions and recommend proactive solutions.
- Lead recruitment planning, candidate sourcing, selection, and onboarding initiatives.
- Support succession planning, internal development, and leadership continuity.
- Develop and implement strategies to improve employee retention and reduce turnover.
Labour Relations & Employee Relations
- Serve as the primary HR resource for labour relations within a unionized environment.
- Interpret and administer collective agreement provisions consistently and fairly.
- Manage grievances from investigation through resolution, including participation in meetings and related proceedings.
- Coach managers and supervisors on collective agreement interpretation and unionized workplace practices.
- Provide guidance on employee relations matters, attendance, performance, workplace concerns, investigations, and conflict resolution.
- Manage progressive discipline, documentation, corrective action, and termination processes when required.
- Ensure employee matters are handled fairly, consistently, confidentially, and in accordance with company policies and applicable legislation.
Compliance & Employment Legislation
- Ensure compliance with applicable employment standards, labour legislation, human rights requirements, accommodation obligations, leaves, and other HR regulations.
- Monitor legislative and regulatory developments and recommend changes to policies and practices as required.
- Manage unemployment claims and represent the organization in applicable hearings, complaints, audits, and government inquiries.
- Maintain HR practices that support legal compliance and organizational risk management.
HR Policies & Continuous Improvement
- Develop, implement, communicate, and maintain HR policies, procedures, and programs.
- Review HR processes and identify opportunities to improve efficiency, consistency, employee service, and overall HR effectiveness.
- Support initiatives designed to strengthen employee engagement, accountability, compliance, and organizational performance.
HRIS, Records & Reporting
- Maintain accurate employee records, personnel files, HR documentation, and HRIS information.
- Prepare HR reports, workforce metrics, and KPIs for management review and decision-making.
- Analyze workforce data related to turnover, absenteeism, retention, staffing, and other key HR indicators.
- Ensure HR information is accurate, current, confidential, and properly maintained.
HR Team Leadership
- Supervise and provide direction to HR team members.
- Support employee development, performance, and accountability within the HR department.
- Coordinate day-to-day HR activities to ensure employees, supervisors, and management receive responsive and effective support.
- Provide leadership with sound HR advice, policy interpretation, and recommendations on workforce matters.
Employee Communications
- Coordinate HR-related communications, including workplace updates, policy changes, announcements, and employee notices.
- Maintain effective employee communication channels and ensure information is timely, accurate, professional, and accessible.
- Help foster a positive workplace culture through effective communication and employee engagement initiatives.
Other Responsibilities
- Perform other HR-related duties and special projects as required to support the organization and its employees.
Qualifications
- Post-secondary education in Human Resources, Business Administration, Industrial Relations, Labour Relations, or a related discipline.
- Minimum 5 years of progressive HR experience, preferably including HR leadership or supervisory responsibility.
- Previous experience working in a unionized environment with responsibility for collective agreement administration, grievances, labour relations, and employee relations.
- Strong knowledge of Canadian employment standards, labour legislation, human rights, accommodation, and HR compliance.
- Experience with workforce planning, recruitment, succession planning, retention, and turnover analysis.
- Knowledge of Canadian immigration and immigration pathways is considered an asset.
- Experience with HR policies, benefits administration, employee records, HR reporting, and HRIS systems.
- Strong ability to coach and advise managers and supervisors on employee relations, attendance, performance management, discipline, and investigations.
- Excellent communication, leadership, conflict resolution, analytical, organizational, and decision-making skills.
- Ability to maintain confidentiality, exercise sound judgment, manage competing priorities, and build strong relationships at all levels of an organization.
- CPHR, CHRP, or equivalent professional designation is considered an asset.
