Software Developer – Replenishment-at-Sea Planning

Job Summary
We are seeking a Software Developer with direct experience supporting Department of the Navy logistics commands in replenishment-at-sea (RAS) operations. The selected individual will modernize a government-owned planning application used by Navy headquarters and deployed commands to evaluate supply movements, replenishment scheduling, consolidation events, and contested-logistics scenarios.
This role requires a specialized combination of Navy RAS operational knowledge, mathematical modeling, and software development. Candidates must have at least five years of direct RAS experience; general Navy logistics or maritime software experience alone will not satisfy this requirement.
The anticipated period of performance is September 2026 through May 2027, with approximately 20–40 hours per week. Work is expected to be performed remotely. This position is contingent upon contract award.
Job Responsibilities
- Develop and maintain a Navy replenishment-at-sea planning and optimization application using Python, Pyomo, and related open-source technologies.
- Modernize an existing Microsoft Excel and VBA interface for compatibility with Microsoft Office 365.
- Develop a web-based user interface hosted within a Government computing environment.
- Enhance the application to support multi-tier logistics modeling and consolidation-event planning.
- Integrate mathematical models, operational data, and user interfaces into a reliable, user-ready application.
- Develop realistic RAS and contested-logistics scenarios supporting operational analysis, faculty research, and student research.
- Apply knowledge of Navy RAS operations and scheduling practices to application design and scenario development.
- Collaborate with Navy logistics stakeholders, operations research professionals, faculty, and researchers.
- Analyze RAS planning and scheduling practices and recommend operational or technical improvements.
- Test application performance against established benchmarks and resolve software defects.
- Produce fully documented, annotated, executable, and maintainable code.
- Document software components, interfaces, dependencies, and any third-party libraries.
- Protect Controlled Unclassified Information and comply with applicable Government cybersecurity, training, and operational-security requirements.
Required Skills and Experience
- U.S. citizenship.
- At least five years of experience supporting Department of the Navy logistics commands specifically in replenishment-at-sea operations.
- Demonstrated RAS experience that includes analyzing operations, recommending improvements to scheduling practices, or participating in related Navy wargames, exercises, or operations.
- At least five years of software-development experience using Python, Pyomo, and other open-source software systems.
- At least five years of experience developing or supporting Python-based web-server environments.
- Advanced proficiency with Microsoft Excel, VBA, and the Microsoft Office suite.
- Strong knowledge of mathematical modeling, optimization, operations research, or logistics-analysis methods.
- Ability to translate complex analytical models into practical interfaces for operational Navy users.
- Ability to produce thoroughly documented, maintainable, and professionally tested software.
- Master of Science degree in operations research, computer science, mathematics, engineering, or a related discipline.
- Ability to satisfy applicable requirements for handling CUI and accessing Government information systems.
The master’s degree requirement may be waived for candidates with at least ten years of replenishment-at-sea experience and strong evidence of advanced mathematical-modeling expertise.
Preferred Qualifications
- Experience with GAMS or a comparable mathematical-optimization platform.
- Experience with NVIDIA CU-OPT or GPU-enabled optimization environments.
- Familiarity with contested logistics, distributed maritime operations, and multi-tier naval logistics.
- Experience developing software within Department of Defense or Department of the Navy computing environments.
- Current or recent Common Access Card and favorably adjudicated Tier 3 investigation.
- Familiarity with CUI handling, Navy cybersecurity training, and OPSEC requirements.
