Spirehouse is recruiting for an interim Chief Officer for Legal and Governance on behalf of a local authority in Warwickshire.


The Opportunity


This is a senior interim assignment covering the statutory Monitoring Officer role alongside leadership of Legal Services, Democratic Services, Elections, Business Support, and Equality and Diversity.


The postholder will advise elected Members and officers on complex legal and governance matters, oversee the Council's democratic and scrutiny functions, ensure compliance with the Code of Conduct, and lead on Equality and Diversity. You will also contribute to the Senior Leadership Team on corporate governance, transformation, and medium-term financial planning.


The assignment is for 6 months, inside IR35, at £950 per day umbrella. The role requires 2–3 days on site in Warwickshire per week, with a Teams interview as part of the selection process. An immediate start is available.


Requirements


  • Qualified Solicitor or Barrister with a current practising certificate
  • Significant senior leadership experience within local government legal and governance services
  • Experience as or covering a Monitoring Officer function
  • Proven track record of leading complex services and managing change
  • Ability to advise and engage effectively within a political environment
