Job Description

Role: Interim HR Operations Manager

Location: West Midlands Council (Hybrid / On-site as required)

Contract: 6 months (Interim)

Day Rate / Salary Equivalent: Circa £84,000 pro rata (day rate negotiable)


About the Role

This Council is seeking an experienced HR Operations Manager (Interim) to provide continuity and leadership within the HR team during a period of organisational review and transition. This role will ensure the smooth running of HR operations while a wider review of HR services and structures is underway.


Key Responsibilities

  • Lead and manage day-to-day HR operational activities.
  • Provide expert HR advice and guidance to managers across the Council on employee relations, HR policies, and best practice.
  • Oversee HR processes including administration, payroll support, and compliance.
  • Act as a first point of escalation for HR issues, ensuring consistent and legally compliant resolution.
  • Support the organisation through a period of review and change management, maintaining service continuity.
  • Collaborate with senior leaders to ensure HR operations align with Council objectives.
  • Contribute to ongoing discussions about the future shape and requirements of the HR service.


Candidate Profile

  • The successful candidate will be:
  • An experienced HR professional with strong operational and advisory expertise.
  • Confident working in complex public sector environments, ideally within local government.
  • Knowledgeable in employment law, employee relations, payroll, and HR administration.
  • Adaptable and resilient, able to work effectively during periods of structural review and uncertainty.
  • Strong communicator with the ability to build trusted relationships at all levels.
  • Ideally CIPD qualified (Level 7 or equivalent experience).
