Position Summary

We are seeking an experienced Senior Contracts & Procurement Manager to lead procurement and subcontracting activities supporting the Base Operations Support (BOS) NGA National Campus West contract in St. Louis and Arnold, Missouri.

 

This position leads the procurement team and manages the full lifecycle of service and construction subcontracts, from solicitation and vendor selection through award, performance management, invoicing, and closeout. The role works closely with engineering teams, subcontractors, and government customers to ensure contract requirements, schedules, budgets, and service expectations are met.

 

Key Responsibilities

  • Lead and supervise the procurement team, including Senior Contract Specialist, Contract Specialist, and Buyer.
  • Develop and maintain contracting and procurement policies, procedures, and purchasing strategies.
  • Manage the acquisition and procurement of Base Operations Support service and construction subcontracts.
  • Manage service contracts covering areas such as grounds, equipment maintenance, refuse, horticulture, warehouse/office rental space, pest control, arborist services, landscaping, snow and ice removal, and other facility-related services.
  • Partner with engineering teams on procurement requirements for facility repairs and construction projects.
  • Manage the complete solicitation process, including RFP development, vendor site visits, bid analysis, technical reviews, proposal development, source selection, contract award, and closeout.
  • Review engineered solicitations and develop bid acceptance criteria and proposals for the government customer.
  • Manage subcontractor performance, schedules, quality, project status, invoicing, and contract compliance.
  • Provide project management for facility repair projects requiring subcontracted services, including scheduling, QC/QA, progress tracking, and invoicing.
  • Manage subcontractor site access, scheduling, escort plans, and HSPD-12 security background check coordination.
  • Manage CMMS work requests associated with reimbursable service and construction subcontracts.
  • Maintain strong subcontractor relationships while identifying and qualifying new vendors.
  • Monitor day-to-day contract administration and maintain communication with the customer to ensure requirements are met.
  • Establish and maintain the Small Business Plan and support maximum utilization of small businesses.
  • Plan and administer budgets for contracts, subcontracts, equipment, and supplies.
  • Ensure technical and contractual requirements are completed in accordance with applicable terms and conditions.
  • Develop corrective action plans when needed to address performance requirements.
  • Create and issue purchase orders and process payments for completed work.
  • Serve as Alternate FSO for HSPD-12 site-access processes for subcontractors and ServiceSource employees.
  • Support Buyer responsibilities as needed.

 

Qualifications

  • Bachelor’s degree in Business Administration or a related field plus a minimum of 5 years of related experience, or high school diploma/state-certified equivalent plus 10 years of related experience, required.
  • Experience managing contracts, procurement, subcontractors, vendors, and purchasing activities.
  • Experience leading, supervising, mentoring, and delegating work within a procurement or contracts team.
  • Knowledge and experience with government SCA preferred.
  • Ability to review and interpret contracts, solicitations, operational documents, correspondence, and other contractual requirements.
  • Strong vendor management, negotiation, customer service, and stakeholder communication skills.
  • Ability to manage multiple contracts, projects, deadlines, budgets, and priorities with limited supervision.
  • Working knowledge of Microsoft Office, including Word, Excel, and Outlook.
  • Strong analytical and problem-solving skills with a high level of integrity, reliability, and accountability.
  • Top Secret/SCI government security clearance is required.
