Location: New York City, NY (Midtown Manhattan) – Must be local

Schedule: Hybrid (3–5 days onsite, depending on project needs)

Duration: 3–6 month contract (contract-to-hire / strong intent to convert to FTE)

Pay Rate: Up to $220/hr (flexibility up to ~$250/hr for exceptional candidates)

Hours: Full-time, Monday–Friday

About the Role

Our client, a leading broadcast media organization, is seeking a Director-level PMO & Technical Program Management leader to support the SVP of Broadcast Media Technology. This is a highly visible leadership role responsible for building and scaling a PMO function from the ground up within a large enterprise media environment. Unlike traditional program management roles, this individual will not be stepping into an existing PMO structure. Instead, they will be responsible for establishing governance, hiring and leading a team of project managers, and defining how program execution operates across a portfolio of enterprise technology initiatives. This role functions as a strategic partner to executive leadership, overseeing delivery of complex technical programs spanning broadcast infrastructure, enterprise systems, engineering operations, and large-scale technology transformation initiatives. While experience in Media & Entertainment / Broadcast is highly valued, strong PMO leadership and technical program management capability is the primary requirement.

 


Key Responsibilities

  • Lead and build a PMO function from the ground up, including structure, governance, and operating model
  • Serve as a strategic partner / Chief of Staff–level advisor to the SVP of Broadcast Media Technology
  • Hire, manage, and develop a team of 5–6 Project Managers across technical workstreams
  • Oversee a portfolio of enterprise technology and broadcast infrastructure initiatives
  • Define and enforce PMO standards, delivery frameworks, and execution best practices
  • Manage full program lifecycle including scope, timelines, milestones, dependencies, and resource planning
  • Oversee execution of technical infrastructure projects, enterprise systems, and transformation initiatives
  • Drive budgeting, forecasting, financial tracking, and executive-level reporting
  • Manage risks, dependencies, issues, and mitigation strategies across multiple programs
  • Lead executive steering meetings, status reporting, and cross-functional alignment sessions
  • Partner with engineering, infrastructure, operations, and vendor teams to ensure delivery success
  • Oversee vendor coordination, procurement support, and external partner management
  • Ensure strong alignment between technical teams and executive leadership
  • Translate complex technical initiatives into clear executive narratives and roadmaps
  • Drive process improvement, operational maturity, and delivery consistency across the PMO


Required Qualifications

  • 10+ years of experience in technical program management, PMO leadership, or enterprise program delivery
  • Proven experience building or scaling a PMO, not just operating within one
  • Strong experience managing enterprise-level technical programs and portfolios
  • Background in technical infrastructure, systems, or large-scale enterprise technology initiatives
  • Experience leading and managing project managers or program management teams
  • Strong expertise in project planning, governance, budgeting, forecasting, and reporting
  • Experience managing cross-functional stakeholders including engineering, infrastructure, vendors, and executive leadership
  • Strong understanding of PMO frameworks and delivery methodologies (Agile, Waterfall, hybrid)
  • Experience with tools such as Jira, Smartsheet, Asana, MS Project, or similar platforms
  • Exceptional communication and executive presentation skills
  • Ability to operate in fast-paced, high-visibility enterprise environments
  • Must be local to New York City and available onsite 3–5 days/week


Preferred Qualifications

  • Experience in Media & Entertainment, Broadcast, Streaming, or News organizations
  • Exposure to broadcast systems, media infrastructure, or production technology environments
  • Experience with enterprise transformations or large-scale infrastructure buildouts
  • Background in data centers, critical systems, or engineering-heavy environments
  • Experience working with vendors, architects, MEP firms, or infrastructure partners
  • PMP, Scrum, or Agile certifications
  • Engineering or technical degree (preferred but not required)
