Location: Torrance, CA

Pay Rate: $50–60/hour

Position Overview

We are seeking an experienced Buyer III to support complex government programs within a fast-paced, high-growth organization in Torrance, CA. This role plays a critical part in ensuring supply continuity, regulatory compliance, and cost optimization across multiple defense-related initiatives.

The Buyer III will lead strategic sourcing and procurement activities, negotiate contracts, manage supplier performance, and ensure full compliance with government procurement regulations. This individual must be comfortable operating in dynamic environments where speed, accuracy, and accountability are essential.

Key Responsibilities

Procurement & Strategic Sourcing

  • Procure goods, materials, and services to meet operational and program requirements
  • Lead RFQ processes and manage MRP-driven procurement activities
  • Evaluate suppliers based on price, quality, delivery performance, and risk
  • Negotiate pricing, terms, and agreements for both low-dollar and high-value procurements
  • Place, manage, and maintain purchase orders (POs)
  • Resolve invoice discrepancies, quality issues, and delivery concerns
  • Conduct weekly supplier follow-ups and manage open order reporting

Cost & Performance Management

  • Identify and implement cost-saving initiatives
  • Monitor supplier performance metrics and market trends
  • Track and report on departmental KPIs including:
  • On-time order placement
  • Supplier on-time delivery
  • Cost savings
  • Inventory management
  • Open order and past-due reporting

Cross-Functional Collaboration

  • Partner with Planning, Engineering, Production, Quality, Accounts Payable, Business Development, and Leadership
  • Support new program launches and sourcing strategy initiatives
  • Engage suppliers early in product development to meet cost targets
  • Escalate material risks and supply chain concerns to program teams and leadership

Compliance & Governance

  • Ensure compliance with FAR, DFAR, ITAR, CUI, CSI, and related government regulations
  • Support DCMA CPSR compliance requirements
  • Maintain compliant PO file structures and justification documentation
  • Manage supplier open order reports, material exception reports, and on-time delivery tracking

Required Qualifications

  • Bachelor’s degree or 8+ years of procurement experience
  • Minimum 5 years supporting DCMA CPSR requirements
  • Strong ERP experience (Oracle preferred)
  • Advanced Excel proficiency
  • Experience working in cross-functional environments
  • Working knowledge of government regulations (FAR, DFAR, ITAR, CUI, CSI)
  • Proven contract negotiation experience
  • Strong understanding of procurement metrics and reporting

  • Hardware & displays
  • Build-to-print requirements
  • Experience sourcing electronic components via manufacturer FAEs and online channels
  • Strong knowledge of purchase order terms and conditions
  • Exceptional analytical and problem-solving skills
  • Ability to manage multiple priorities in a deadline-driven environment
  • Excellent written and verbal communication skills

Preferred Qualifications

  • Bachelor’s degree in Supply Chain, Engineering, Operations, or related field
  • 12+ years of government procurement experience
  • Advanced CPSR expertise
  • Deep familiarity with government acquisition compliance standards
