SUMMARY/RESPONSIBILITIES


The Programmer Analyst 6 will serve as a contract resource for the State of Michigan, Department of Technology, Management and Budget (DTMB), in a staff augmentation capacity. The specialist will be responsible for managing and enhancing Application Build and Release processes, including implementing automation to support continuous integration and continuous delivery (CI/CD) for testing activities aligned with the agency’s goals and mission. This position has responsibilities for all phases of the Application Build process for applications Bridges and MiSACWIS.


RESPONSIBILITIES


  • Manage source code control processes, including defining and enforcing standards, software baselining and versioning, and performing problem analysis, resolution, reporting, and tracking. Build automation is a core requirement of this position
  • Serve as the technical advisor and primary DTMB–DHHS liaison when engaging with vendors and their technical teams
  • Act as the technical expert on performance-related issues for all systems utilizing Build Automation, Configuration Management, and Version Management tools
  • Deploy new releases of application build, configuration, and version management software
  • Provide guidance and recommendations to systems development staff on project administration and project management for applications leveraging Build Automation, Configuration Management, and Version Management products
  • Design and script automation workflows to support efficient and reliable build and release operations
  • Monitor and optimize build pipeline performance to reduce build times, increase reliability, and improve developer productivity
  • Conduct root-cause analysis on build and deployment failures, implementing preventative measures and long‑term corrective actions


QUALIFICATIONS

Required:

  • 10+ years of experience being primarily responsible for higher‑environment build automation, auditing, and administration of software configuration and version‑management processes
  • 10+ years of experience researching, evaluating, and recommending application software products related to configuration and version‑management processes
  • 10+ years of experience deploying new releases of application, configuration, and version‑management software
  • 10+ years of experience providing guidance and recommendations to systems development staff regarding project administration and project management for applications using Build Automation, Configuration Management, and Version Management tools


Preferred:

  • Previous State of Michigan experience
  • Experience enhancing automated build processes for Bridges and MiSACWIS


Create and update process documentation as needed for SACWIS (ADO) and Bridges build processes

  • Perform build and deployment activities across multiple Bridges environments, including modifying tasks and variables at both build and deployment stages to support progression through established processes
  • Serve as ADO (Azure DevOps) Administrator for SACWIS builds and deployments, including creating and managing new branches for each development stage within both Release and Sandbox environments
  • Assess ADO and build‑process issues to determine what can be resolved internally and what requires external support, recognizing that many processes involve servers with limited access while others provide sufficient access for maintenance and problem resolution


Experience with configuration management tools (e.g., ClearCase, ClearQuest, Git/Bitbucket, Bamboo, Jenkins, Azure DevOps)                   

  • Build automation tools (Bamboo, Jenkins, Azure DevOps, Ant, etc.)
  • Version control tools ( Git, Bitbucket, etc.)
  • Issue/Work tracking systems (Jira, ADO Boards)
  • Scripting languages (Perl, Shell, Python)
