Sr. Housing Program Specialist - Leasing
ZeroV is seeking a full-time Senior Housing Program Specialist to join our team. This position has a
key role in developing, implementing, and supporting ZeroV’s housing program that provides housing,
rental assistance, and supportive services to survivors of domestic violence.
ZeroV is the state domestic violence coalition whose mission is to abolish the social conditions and
systems that spark, enable, and amplify intimate partner violence and to create communities where all
Kentuckians can live and thrive in safety and peace.
Responsibilities:
Coordinate with housing team members and local program advocates to ensure housing
supportive services are provided to all housing clients.
Understand the complexity of each client’s background and work with that client to develop a
comprehensive and individualized service plan and connect that client with the most effective
community and program resources to promote housing stability.
Coordinate with the prioritization referral system to obtain referrals, and work with local
referral staff to obtain documentation needed to confirm eligibility for the housing program.
Provide significant assistance in housing searches for newly enrolled clients.
Assist in the collection of paperwork needed for compliance purposes for new client lease ups,
interim recertifications, annual recertifications, and/or transfers to permanent voucher
programs.
Complete all housing files and ensure that required documentation is present and files are up to
date. Ensure clients are enrolled in the database system and add notes as appropriate to each
file.
Be familiar with Housing Quality Standards and NSPIRE inspection requirements from HUD.
Complete Annual recertifications for clients enrolled in CoC-funded housing program.
Assist housing clients in applying for permanent housing programs.
Work with residents and landlords and mediate landlord/resident issues.
Identify and develop community resources and partnerships to support client efforts toward
housing stability and self-sufficiency.
Maintain relationships with community partners and funders and seek out opportunities to
engage in collaborative efforts.
Some travel required (in-state and out-of-state).
Other duties as assigned, including administrative activities in support of all projects.
Qualifications:
Have a deep commitment to ending gender-based violence, as well as other forms of
intersecting oppressions including racism, classism, and ableism.
Minimum of 1 year of housing experience providing housing/rental counseling or leasing
experience in private, public housing, or non-profit environment. This experience must reflect
directly working in housing, particularly HUD funded projects such Transitional Housing,
Rapid Rehousing, and/or Permanent Supportive Housing models funded through a Continuum
of Care/Coordinated Entry system.
Experience working with survivors of domestic violence at a domestic violence shelter/program
or an affiliate agency that provides intersecting services for survivors is preferred.
Applicants should have familiarity with/experience in housing opportunities in the Kentucky
Balance of State (all counties except Fayette and Jefferson).
Be self-motivated, resourceful, creative, and able to work well in a team driven environment.
Proficient using Microsoft Office 365 suite of applications (MS Word, Excel, PowerPoint,
SharePoint) and videoconferencing (Zoom and Teams), and a willingness to learn other
platforms as needed.
Ability to work remotely synchronously with colleagues in Eastern and Central time zones.
A candidate must currently live in or be willing to relocate to the central KY area.
Salary:
Entry salary for a Senior Program Specialist is $60,000 plus a generous benefit package.
Location:
The duty station for this position is at the ZeroV office in Frankfort, KY; however, upon approval,
there is the option to have an alternative working arrangement plan for telework. There will be in-
person meetings or events at the Frankfort, KY office location and/or other designated sites that the
Program Specialist will be required to attend. This is not a remote position.
