Hughes Collective is pleased to present an exciting opportunity on behalf of our client.

Role: Director of Policy

Location: Regina or Saskatoon, SK

Reporting to: CEO

Our Client

For nearly a century, our client has represented businesses across Saskatchewan, working alongside entrepreneurs, corporations, and local chambers to support a strong and competitive business environment. The organization brings together diverse perspectives from across the province and provides a consistent, credible voice on issues that matter to business.

Guides by values of trust, courage, collaboration, and credibility, our client isn’t just advocating for business, it’s shaping the future of Saskatchewan’s economy through bold ideas, smart partnerships, and purpose-driven leadership. This is a place where influence meets impact, and where relationships are more than transactional, they’re transformational.

The Opportunity

This role is about helping business voices be heard in policy conversations that affect Saskatchewan’s economy. As Director of Policy, you will support advocacy work through careful research, clear analysis, and strong writing. Working closely with senior leadership, you will help develop policy positions, reports, and submissions that reflect what businesses are experiencing and what decision-makers need to understand.

The work calls for curiosity, good judgement, respect for different perspectives, and thoughtfulness in how conversations and conclusions are handled. You’ll balance longer-term policy work with more immediate issues, stay on top of several priorities, and work closely with colleagues and external partners. This role is well suited to someone who prefers substance over visibility and values careful, well-supported policy work.

Key Responsibilities

As the Director of Policy, you will work collaboratively and are responsible for:

1. Research & Insight Development

  • Conduct and manage research across a range of economic, regulatory, and business issues impacting Saskatchewan businesses.
  • Monitor trends, emerging issues, and leading practices to support the development of policy positions and advocacy materials.
  • Build and maintain relationships with research and subject-matter contacts across government, academia, industry, and business associations.

 2. Policy Development

  • Work closely with the CEO to develop, update, and refine Chamber policy positions that reflect member priorities and evolving business conditions.
  • Translate research and member input into clear, well-reasoned policy papers, briefing notes, and position documents.

 3. Advocacy, Education & Awareness

  • Support the development of policy materials used for forums, workshops, backgrounders, and education initiatives.
  • Assist with the preparation of formal submissions, letters, and technical documents for provincial and federal governments.
  • Help guide and facilitate member input into the policy development process, ensuring diverse business perspectives are considered.

 4. Collaboration & Organizational Support

  • Manage multiple policy initiatives and deadlines in a fast-paced, issue-driven environment.
  • Contribute to a collaborative team culture by sharing insights, supporting cross-functional work, and adapting to shifting priorities as issues evolve.

Qualifications

As the Director of Policy, you will possess the following qualities:

The Essentials (Hard Skills):

  • Post-secondary education in public policy, economics, political science, business, or a related discipline.
  • Experience conducting research, policy analysis, or issues management in a business, government, association, or advocacy environment.
  • Demonstrated strength in written communication, including experience drafting policy papers, briefing notes, reports, or formal submissions.
  • Ability to synthesize complex information and present it clearly to varied audiences.

The Intangibles (Soft Skills):

  • Curious and analytical by nature, with a genuine interest in understanding how policy decisions affect businesses and communities.
  • Comfortable working in a fast-paced environment, managing multiple priorities, and adapting as issues evolve.
  • A thoughtful communicator who listens carefully, asks good questions, and adjusts tone and messaging based on audience and context.
  • Credible and collaborative, with the confidence to work closely with senior leadership and engage respectfully with external stakeholders.
  • Organized and self-directed, with strong judgment around deadlines, quality, and follow-through.

What Our Client Offers

  • Collaborative culture – A high-trust, high-impact team that values thoughtful input, open dialogue, and shared responsibility.
  • Growth & Contribution – You’ll have the space to build depth in policy work, learn from experienced leaders, and take on responsibility in ways that align with your strengths and interests as the organization evolves.
  • Purposeful work – Your work will support Saskatchewan businesses by giving their concerns and ideas a clear, thoughtful voice in policy discussions that affect day-to-day operations and long-term sustainability.
  • Compensation Package – A salary and benefits package that is competitive, transparent, and aligned with the scope of the role and your experience.
