Title: Senior Program Manager

Location: Saskatchewan (Office-based with site travel as required)

Reporting to: Senior Operations Leader

Our Client

Our client is an established project delivery organization operating within Saskatchewan’s construction and industrial sectors. Known for taking on complex work and maintaining strong, long-term client relationships, the organization is strengthening its senior project leadership capacity to support a diverse portfolio of current and future work.

This search is being conducted confidentially. Additional information regarding the organization and opportunity will be shared with qualified candidates as the process advances.

The Opportunity

This senior leadership opportunity offers the chance to oversee a diverse portfolio of complex projects and provide senior-level coordination across project teams, clients, subcontractors, and internal stakeholders.

The Senior Program Manager will bring structure, visibility, and accountability across multiple concurrent projects, ensuring performance is managed proactively from award through closeout. The successful candidate will be comfortable operating at both a strategic and practical level - reviewing financial and schedule performance, resolving cross-project constraints, supporting project leaders, and stepping in as an escalation point when issues require senior attention.

Key Responsibilities

As the Senior Program Manager, you will work collaboratively and be responsible for:

1. Portfolio Leadership & Project Performance

  • Lead a portfolio of concurrent construction projects from award through closeout, establishing priorities and ensuring commitments are achieved.
  • Review execution plans, budgets, baseline schedules, mobilization readiness, and project risks before work begins.
  • Monitor schedule, productivity, quality, safety, and overall delivery performance; require practical recovery plans when trends move off plan.
  • Lead regular portfolio reviews, assign corrective actions, and ensure issues are resolved with clear ownership and timelines.

2. Financial, Commercial & Risk Oversight

  • Oversee portfolio financial performance including revenue, margin, cash flow, forecasts, work in progress, committed costs, and cost to complete.
  • Partner with project, finance, and commercial teams to ensure changes, delays, additional work, and contractual risks are documented and managed appropriately.
  • Review project and portfolio risk registers, identify shared or emerging exposures, and ensure mitigation and contingency plans are implemented.
  • Support accurate progress validation, billing, forecasting, and commercial reporting throughout the project lifecycle.

3. Subcontractor, Resource & Execution Coordination

  • Coordinate labour, supervision, equipment, specialist support, materials, procurement priorities, freight, and logistics across multiple projects.
  • Oversee subcontractor performance against defined scope, safety, quality, schedule, commercial, and reporting requirements.
  • Ensure subcontracted work is clearly defined, integrated into project schedules, validated through appropriate records, and supported by timely issue resolution.
  • Support planned transitions of work between delivery partners and internal teams by confirming readiness, resources, competency, documentation, and accountability.

4. Client Leadership, Governance & Team Development

  • Maintain strong senior-level client relationships and act as an escalation point for unresolved delivery concerns, competing priorities, and key decisions.
  • Ensure project records, approvals, forecasts, reporting, and governance processes remain accurate, current, and consistently applied.
  • Provide direction, coaching, and performance expectations to project leaders and assigned project staff while supporting staffing, competency, and succession planning.
  • Contribute execution insight to estimating, project handovers, closeout, lessons learned, and continuous improvement across the portfolio.

Qualifications

As the Senior Program Manager, you will possess the following qualities

The Essentials (Hard Skills):

  • 10+ years of progressive project and construction management experience, with demonstrated responsibility beyond a single-project environment.
  • Strong experience leading complex industrial, civil, infrastructure, or resource-sector construction; mine-site experience is considered a strong asset.
  • Demonstrated capability in project financials, forecasting, cost control, schedule management, commercial administration, and change management.
  • Proven experience managing subcontractors, cross-functional resources, and multiple concurrent priorities across geographically dispersed work.
  • Strong working knowledge of construction project controls, ERP/project management systems, scheduling tools, and disciplined project documentation practices.

The Intangibles (Soft Skills):

  • Senior-level judgment with the confidence to challenge assumptions, identify emerging issues early, and drive accountability through resolution.
  • A collaborative leadership style that supports project teams while maintaining clear expectations for performance and follow-through.
  • Strong client-facing communication skills with the ability to manage complex stakeholders, competing priorities, and sensitive escalations.
  • Commercially minded, organized, and analytical, with the ability to connect project-level detail to portfolio-level performance.
  • Adaptable and pragmatic, with a willingness to travel to project sites as required while working primarily from an office environment.

What Our Client Offers

  • Competitive senior-level compensation with performance-based incentive potential.
  • A comprehensive benefits and retirement savings program.
  • A competitive paid time-off program.
  • A high-impact leadership opportunity with broad portfolio visibility, meaningful decision-making responsibility, and exposure to complex construction and project environments.
