The mission of Jubilee Housing is to build diverse, compassionate communities that create opportunities for everyone to thrive. Since 1973, Jubilee has worked to provide high quality affordable housing and holistic support to those experiencing persistent economic hardship in the Adams Morgan and Columbia Heights neighborhoods of Washington DC. 


Jubilee develops justice housing: affordable for those with limited financial means, located near good schools, grocery stores, and public transit, and supported by wraparound services that help residents pursue their goals. The organization owns and manages more than 500 units across a dozen properties in northwest DC and provides tailored programs for youth, families, and community members returning from incarceration. Jubilee is also an innovator in financing affordable housing, with an active pipeline of several hundred new units.


The FY26 budget projects annual revenues of $11.5 million. Its diverse revenues include philanthropic donations, local and federal grants, and earned revenue from rentals and real estate deals. With offices in the Adams Morgan neighborhood of Washington, DC, Jubilee has a 90-person staff and 21-person Board of Directors. Position Summary

Jubilee Housing seeks an experienced and mission-driven finance leader to advance its justice housing model and guide the organization’s financial strategy. The Chief Financial Officer (CFO) holds responsibility for all finance, accounting, and compliance for a $10+ million nonprofit and its affiliates, spanning property management, resident services, and affordable housing development, financing, and construction.


As one of DC’s leading providers of affordable housing, Jubilee’s business lines are complex and matrixed. The CFO leads financial management and capital planning for property management operations and affordable housing development and construction. Depending on expertise, they will either lead or support financing projects, including use of LIHTC, NMTC, tax-exempt bonds, and layered lending products from federal and local sources. The CFO works closely with the CEO, senior leadership, and the board to develop and maintain an asset management function for Jubilee’s real estate portfolio.


Reporting to the CEO and serving as a key member of the executive team, the CFO leads a 10-person department, with supervisory responsibility for the Controller, Asset Manager, and Compliance team. They serve in a consultative capacity to the board, and staff the Finance and Audit Committees.

The ideal candidate is a collaborative, values-driven finance leader with experience managing nonprofit financial operations exceeding $10 million, deep knowledge of GAAP, OMB Uniform Guidance, and FASB standards. Familiarity with real estate, construction, or property management is considered an asset to this role.

Specific areas of responsibility include:


Leadership and Strategy

  • Advise the CEO, senior leadership, and board on financial strategy, performance, and sustainability to achieve Jubilee’s goals.
  • Steward Jubilee’s mission, values, and culture as a key executive team member.
  • Lead financial strategy for the strategic plan, including developing forecasting models and processes to assess and communication progress against goals.
  • Present financial reports, forecasts, and analyses to the board; serve as primary liaison to the Finance and Audit Committees.
  • Represent Jubilee to lenders, investors, agencies, and philanthropic partners.
  • Lead, develop, and inspire a skilled finance team; assess and strengthen team capacity to meet organizational needs.


Financial Management

  • Oversee accounting and reporting systems to ensure timely, accurate, and compliant financial reports under GAAP and regulations from local, federal, and institutional partners.
  • Strengthen financial systems, tools, and procedures to enhance efficiency, accuracy, and transparency across the organization; train teams on new procedures and systems.
  • Direct annual operating and capital budgets, multi-year forecasts, and financial planning in consultation with CEO and other senior leadership.
  • Support senior leadership to implement financial best practices for property operations, grants accounting, and timely and accurate funder reporting.


Capital and Asset Management

  • Direct cash flow forecasting and liquidity across entities and restricted funds; ensure adequate capital to support operations, development projects, and reserves.
  • Oversee banking, investments, and vendor contracts to steward resources prudently.
  • Partner with real estate, property management, and asset management teams to optimize portfolio performance, capital planning, and refinancing strategies.
  • Support real estate development team in structuring, negotiating, and closing complex affordable housing transactions.


Internal Controls, Compliance, and Risk Management

  • Maintain robust internal controls, policies, and risk management systems across all entities.
  • Ensure compliance with regulatory, audit, tax, and loan covenant requirements, including financial, labor, and retirement plan reporting.
  • Lead annual audits, IRS Form 990 filings, and required state and corporate business filings. 
  • Monitor and complete annual recertifications, permits, licenses and rating renewals.


Experience, Skills, and Qualities

The CFO position requires a diverse set of skills and experiences. While we understand that no single candidate can possess every qualification listed below, the following are priority areas:

  • 10+ years of progressive financial management experience, including experience leading finance functions as a Controller, Director, or Chief Financial Officer.
  • Deep understanding of GAAP, OMB Uniform Guidance, nonprofit accounting standards, and revenue recognition rules.
  • Experience with budgeting, forecasting, and capital planning.
  • A high level of emotional intelligence, integrity, cultural sensitivity, and interpersonal skills; ability to effectively engage and influence key stakeholders and decision-makers.
  • Proven ability to structure, lead, and inspire a high-performing finance and accounting team.
  • Excellent communication skills—able to translate complex financial information for non-financial audiences, including program leaders and board members.
  • Systems-oriented; adept at successfully implementing and integrating systems, policies and protocols and training teams on how to adopt new ways of working. 
  • Analytical and strategic thinker who is flexible, solutions-oriented, and thrives in a fast-paced, mission-based environment.
  • Self-starter who takes initiative and delivers results with minimal supervision.
  • Commitment to community development, helping low-income communities.


Considered a plus:

  • Experience with real estate, including developing, financing, construction, and/or property management with multifamily affordable housing.  
  • Experience with grant compliance and reporting.
  • An active CPA, CMA, or Chartered Accountant credential.
  • Familiarity with RealPage or OneSite software.


Location

Jubilee Housing is headquartered in Adams Morgan in Washington, DC. Team members work a hybrid schedule with three days on-site each week.


Compensation

The range for this position is $170,000 - $190,000. Benefits include health, dental, and vision insurance, matched retirement contributions, and paid time off, including paid parental leave.
