POSITION DESCRIPTION


In this newly created role, the Talent Acquisition Consultant reports directly to the Chief People Officer and will provide strategic recruitment guidance, process leadership, and labour-relations-aligned support across the organization’s talent acquisition function.


The Talent Acquisition Consultant will partner closely with hiring leaders, HR colleagues, and external partners to support effective, fair, and compliant recruitment practices, while also leading the recruitment of hard-to-fill, specialized, and business-critical positions.


This opportunity is well-suited for a collaborative and strategic recruitment professional with comprehensive knowledge of best hiring practices for both exempt and unionized positions in the public sector.


You will advise leaders on recruitment and retention strategies, support complex and high-volume recruitment activities, enhance recruitment processes and tools, and manage recruitment-related grievances in partnership with HR Advisory Services.


Success in this role will require marketing, relationship-building, consultation, and problem-solving skills. You will also have the ability to manage competing priorities and sensitive situations with professionalism and sound judgment.


The successful candidate will also be proficient with recruitment technologies, applicant tracking systems, sourcing platforms, and modern talent acquisition tools to support effective and proactive recruitment practices.


KEY DELIVERABLES


  • Strategic Talent Acquisition & Value Proposition: Develop and execute on recruitment strategies aligned with organizational priorities, workforce plans, labour agreements, and DEI objectives.
  • Recruitment Advisory & Capability Building: Train and coach hiring leaders and HR team members on recruitment best practices with regard to position postings, conducting interviews, assessing candidates, and inclusive hiring.
  • Full Cycle Recruitment: Lead end-to-end recruitment for hard-to-fill, specialized, and business-critical roles, including sourcing, screening, interviewing, candidate management, and offer support
  • Talent Pipelines: Build and maintain talent pipelines and sourcing networks to support current and future hiring needs.
  •  Recruitment Operations & Continuous Improvement: Build on existing recruitment and onboarding processes, tools, and programs to improve efficiency, candidate experience, and retention.
  • Recruitment Analytics & Workforce Insights: Track and analyze recruitment metrics, workforce trends, and sourcing effectiveness to support data-informed decision-making and workforce planning.
  • Workforce Planning & Retention: Contribute to designing workforce plans that align people resources with organizational priorities; provide insights on improving retention.
  • Recruitment Grievance Support: Provide expertise and support for recruitment-related grievances, including documentation, analysis, and guidance.


QUALIFICATIONS


  • Recruitment Strategy & Employer Branding: Expertise with developing sourcing strategies, supporting employer branding initiatives, and building talent pipelines for specialized and hard-to-fill roles.
  • Stakeholder Management & Communication: Ability to build relationships, navigate complex stakeholder environments, and communicate effectively with leaders, unions, candidates, and employees.
  • Consultation, Coaching & Facilitation: Experience advising and coaching leaders on recruitment best practices, interviewing, and hiring decisions; strong presentation and facilitation skills.
  • Labour Relations & Public Sector Knowledge: Understanding of employment legislation, collective agreements, and public-sector Human Resources and recruitment practices.
  • Organization, Judgment & Confidentiality: Able to manage competing priorities, support high-volume recruitment demands, and handle sensitive matters with confidentiality and sound judgment.
  • Recruitment Technology & Systems: Proficient with applicant tracking systems, sourcing platforms, Microsoft Office applications, and recruitment-related technologies and tools.
  • Personal Attributes: Approachable and curious; adaptable, resourceful, and responsive.


EDUCATION & EXPERIENCE


  • Degree in Human Resources, Business Administration, or a related field.
  • 5+ years’ progressive experience in talent acquisition and/or recruitment.
  • Experience working in a unionized and/or public sector environment.


ASSETS


  • CPHR designation or eligibility to obtain the designation in Alberta.
  • Municipal government work experience.
  • Experience applying collective agreements and managing recruitment in a highly regulated environment.
  • Recruitment, talent acquisition, and/or workforce planning specific courses or designations.

  • Competitive total compensation package, including a base salary range of $ 90,478 to $113,098.

Total Compensation: The City of Red Deer is committed to fair, equitable and market-aligned compensation for all of their employees. Actual compensation for an individual may vary depending on many factors, including skills, performance over time, business needs, qualifications, experience, and location.


POSITION REQUIREMENTS


  • Work on-site at City of Red Deer a minimum of 3 days/week.
  • Flexibility to work outside of regular business hours to support business needs.
