Edgewater Technical Associates is seeking qualified candidates for a Procedure Writer opportunity in Oak Ridge, TN.
Position Summary:
The Procedure Writer is responsible for developing, maintaining, and improving operating, maintenance, surveillance, and administrative procedures supporting a nuclear fuel cycle facility regulated under 10 CFR Part 70 or comparable DOE requirements.
This position works closely with Operations, Engineering, Nuclear Safety, Licensing, Quality Assurance, Training, and Configuration Management to ensure procedures are technically accurate, configuration-consistent, human-factors informed, and compliant with regulatory, safety, and quality requirements. The role is critical to supporting safe, reliable, and efficient facility operations.
Duties and Responsibilities:
· Develop, revise, and maintain operating, maintenance, surveillance, and administrative procedures supporting facility operations.
· Translate technical, engineering, and safety basis requirements into clear, accurate, and executable procedures for operations personnel.
· Ensure procedures are consistent with approved design, configuration, and licensing bases.
· Apply human factors principles to improve procedural clarity, usability, and error prevention.
· Coordinate procedure reviews, validations, and approvals in accordance with established site processes.
· Support procedure walkdowns, tabletop reviews, and field validations with operations staff and subject matter experts.
· Interface with Engineering, Operations, Nuclear Safety, Licensing, Quality Assurance, Training, and Configuration Management to resolve technical and procedural issues.
· Support startup activities, readiness reviews, drills, and operational sustainment efforts.
· Maintain procedural configuration control and ensure alignment with document control and records management requirements.
· Support internal assessments, audits, and regulatory inspections related to procedural compliance.
· Identify opportunities for procedural improvement and support continuous improvement initiatives.
· Perform other duties as assigned.
Required Qualifications:
· Bachelor’s degree in Engineering, Technical, Operations, or a related discipline, or equivalent relevant experience.
· Minimum of five (5) years of experience developing, maintaining, or supporting procedures within nuclear or other highly regulated industries.
· Demonstrated experience writing technical, operational, or maintenance procedures.
· Familiarity with nuclear operations, industrial processes, or high-hazard facilities.
· Working knowledge of configuration control and document control principles.
· Strong written communication skills with demonstrated attention to clarity, accuracy, and consistency.
· Ability to work effectively with operations personnel, engineers, and technical subject matter experts.
· Strong organizational skills and ability to manage multiple priorities in a regulated environment.
· Ability to interpret and apply procedures, regulatory requirements, and industry standards.
Preferred Qualifications
· Experience supporting NRC-licensed fuel cycle facilities regulated under 10 CFR Part 70.
· DOE nuclear facility operations or procedure writing experience as a substitute for NRC fuel cycle experience.
· Familiarity with NRC guidance such as NUREG-1520 or equivalent regulatory guidance.
· Experience supporting facility startup, readiness reviews, or major facility modifications.
· Knowledge of human factors engineering principles.
· Experience supporting operations training, qualification, or requalification programs.

· Ability to obtain and maintain required DOE and/or NRC security access authorization.
· Ability to work on-site; this position is not eligible for remote work.
