Edgewater Technical Associates is seeking qualified candidates for a Procurement Specialist opportunity in Johnson City, TN.

 

Position Overview:

The Procurement Specialist is responsible for supporting the procurement and supply chain activities for a large-scale industrial manufacturing construction project. This role ensures the timely acquisition of materials, equipment, subcontracted services, and construction-related commodities while maintaining compliance with project specifications, budget, schedule, and company procurement policies. The Procurement Specialist works closely with engineering, construction, project controls, vendors, subcontractors, and project management to ensure uninterrupted project execution and efficient supply chain performance.

 

Key Responsibilities:

  • Manage the procurement lifecycle for materials, equipment, and services from requisition through delivery and closeout.
  • Review engineering and construction documentation, including drawings, specifications, and bills of materials, to develop procurement packages.
  • Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFIs).
  • Evaluate supplier quotations for technical compliance, commercial terms, pricing, delivery schedules, and overall value.
  • Negotiate pricing, delivery schedules, payment terms, warranties, and contract conditions with suppliers and subcontractors.
  • Issue purchase orders, service agreements, and subcontract documentation in accordance with company policies.
  • Monitor supplier performance to ensure materials and equipment are delivered on schedule and meet project quality requirements.
  • Coordinate with project scheduling and construction teams to align procurement activities with project milestones.
  • Track procurement status, delivery schedules, expediting activities, and material availability using procurement tracking systems.
  • Resolve procurement issues including supplier delays, material shortages, quality concerns, shipping discrepancies, and invoice discrepancies.
  • Coordinate logistics for shipments, including freight, customs documentation, and site delivery.
  • Maintain procurement records, vendor files, purchase orders, contracts, and supporting documentation for audit readiness.
  • Support inventory management and material receiving activities to ensure proper documentation and material traceability.
  • Participate in supplier qualification, vendor performance evaluations, and supplier relationship management initiatives.
  • Ensure procurement activities comply with contractual obligations, safety standards, environmental requirements, and applicable regulations.

 

Qualifications:

  • Bachelor's degree in Supply Chain Management, Business Administration, Construction Management, Engineering, or a related field; equivalent experience may be considered. Master’s Degree preferred.
  • 15+ years of procurement experience supporting large industrial operations, manufacturing, energy, chemical, mining, power generation, or EPC projects.
  • Experience procuring construction or industrial materials, mechanical equipment, electrical equipment, instrumentation, and subcontracted services.
  • Extensive knowledge of procurement processes, contract administration, supplier management, and commercial negotiations.
  • Strong understanding of project schedules and the impact of procurement on critical path activities.
  • Experience with ERP and procurement systems such as SAP, Oracle, JD Edwards, or similar platforms.
  • Proficiency with Microsoft Office Suite, particularly Excel, Word, and Outlook.
  • Excellent organizational, analytical, negotiation, and communication skills.
