The Payroll Supervisor is responsible for overseeing the accurate and timely processing of payroll for all construction personnel. This role requires a deep understanding of construction industry payroll practices, including union agreements, certified payroll, and job costing. The Payroll Supervisor is a hands-on supervisor who will oversee a team of payroll specialists and clerks processing payroll for multiple companies and over 400 employees, ensuring compliance with all relevant laws and regulations. 

 

The duties, responsibilities and attributes of the Payroll Supervisor typically include, but are not limited to: 

 

Interpersonal/Personal

 

  • Establish and maintain positive and effective working relationships with all employees
  • Maintain discretion in all aspects of performing job responsibilities
  • Supervise the Payroll Team, including training, and performance evaluations
  • Coordinate with HR, Project Managers, and Accounting to ensure accurate employee data and project costing
  • Address and resolve payroll discrepancies and employee inquiries promptly and professionally

 

Technical 

 

  • Responsible for administration, preparation and processing of weekly payroll for all employees, including union and non-union workers
  • Ensure compliance with federal, state, and local payroll laws, including State of California, Davis-Bacon Act and other prevailing wage laws
  • Review and validate payroll data, including timekeeping records, job cost allocations, deductions and WC coding
  • Manage certified payroll reporting and ensure compliance with applicable contracts and regulations
  • Maintain and update payroll systems and records
  • Prepare and submit payroll reports, including tax filings and form W2/W3 to appropriate agencies
  • Assist in the development and implementation of payroll policies and procedures
  • Assist with all audits
  • Stay current with changes in payroll laws and regulations specific to the construction industry
  • Assist with 401K administration 

 

Requirements

 

Qualifications

 

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field preferred
  • 5+ years of payroll experience, with at least two years in a supervisory role, construction industry experience required
  • In-depth experience with in-house construction payroll processing including certified payroll and union payroll
  • Comprehensive knowledge of construction payroll practices, laws, and regulations
  • Proficiency with Vista payroll software, UKG and Microsoft Office Suite
  • Strong analytical and problem-solving skills
  • Excellent organizational and time-management abilities
  • Strong attention to detail and accuracy
  • Effective communication and interpersonal skills
  • Ability to handle sensitive and confidential information with discretion
  • Certified Payroll Professional (CPP) designation
