Finance Programme Officer

This role provides broad operational, financial and programme management support across the Company's base network. You will act as the central point of coordination between Finance, Operations, IT and Facilities, while also owning key relationships with aviation authorities, government departments, airport operators and emergency services.

You will be accountable for day-to-day financial control of base-level operating costs, oversight of regulatory and compliance programmes (including ITAR, ISO 27001 and explosives licensing), and management of the Programme Management Office function. This is a high-autonomy role across a diverse and technically complex portfolio.

KEY RESPONSIBILITIES

Financial and Commercial Management

- Day-to-day management and approval of base-level operating invoices and expenditure

- Oversight of Ireland General Ledger accounts in conjunction with Finance

- Financial modelling and forecasting for the Ireland business

- Group Finance and Tax liaison

- Primary liaison with the Company's Insurance function

Facilities, Infrastructure and Base Operations

- Facilities maintenance and new-build project management

- Fleet car and uniform management

- Base connectivity provision, IT liaison for network and hardware

- Duty Operations Manager functions as required

Regulatory, Safety and Compliance

- Oversight of ITAR programme and associated inspections

- Management of explosive licence storage, liaison with the Department of Justice

- ISO 27001 point person

- Emergency Response Plan Incident Manager

- Company Emissions reporting programme

PMO and Systems

- Line management of the PMO function

- Oversight of IOC configuration updates

- Point of contact for Webmanuals

External Stakeholder Management

- Airport relationship management across Ireland base locations

- Relationship management with the Department of Transport and Irish Coast Guard

- Liaison with Irish Lights, Dublin Fire Brigade and Met Éireann

WHAT WE ARE LOOKING FOR

- Degree-level qualification in business, finance, engineering or a related discipline, or equivalent experience

- Project/programme management qualification (PMP, Prince2) desirable

- Experience operating in a highly regulated environment, ideally aviation, defence, or search and rescue

- Demonstrated financial and budget management experience

- Experience managing multi-stakeholder relationships including regulators and government bodies

- Strong IT and systems literacy

- Ability to operate autonomously across competing priorities
