Our client is seeking a Safety Manager to manage safety and risk associated with their Mining and Milling Division. In a proactive manner, develops, implements, and monitors the Mining and Milling Division’s safety programs to ensure a safe, healthy and incident free work environment. Ensures compliance with all applicable federal, state and local mandatory health and safety regulations and manages issues related to the Mine Safety and Health Administration (MSHA), including, but not limited to, participating in inspections and contesting alleged enforcement actions.


Education & Experience: 

  • Bachelor’s Degree in Occupational Health and Safety or related field.
  • At least 7 years of experience in facilitating a safety program.
  • MSHA certification as an approved training instructor (Blue Card) or qualified to obtain within six months of hiring.
  • Valid, current driver’s license.
  • Prior leadership experience preferred.
  • Prior Mining Industry experience required.


Knowledge, Skills, & Abilities: 

  • Advanced computer skills, including Microsoft Office Suite.
  • Experience with budgeting software & ERP systems, such as Adaptive, PeopleSoft, and Ultimate.
  • Ability and knowledge to conduct safety audits.
  • Working knowledge of mine property and procedures.
  • Experience with contesting and negotiating enforcement actions issued by MSHA.
  • Excellent communication skills, both written and verbal.


Job Responsibilities: 

  • Proactively establish and implement strategies to successfully resolve disputes and concerns involving employee health and safety.
  • Supervise multiple Safety Specialists who assist in developing, implementing, and monitoring the Mining and Milling Division’s safety programs.
  • Manage the development, implementation, evaluation, and upgrading of company safety programs.
  • Develop, set-up and conduct mandatory health and safety training for company employees and contractors.
  • Advise and provide guidance to company management, lower-level employees, and contractors regarding mandatory health and safety standards and safety protocols and procedures to ensure regulatory compliance as mandated by local, state, and federal agencies, including MSHA; the Occupational Safety and Health Administration (OSHA), and theMine and Cave Safety Division.
  • Oversee routine and follow-up safety inspections of work areas for regulatory non-compliance and safety hazards and ensure the documentation of any identified issues; provide guidance on appropriate resolutions and recommend disciplinary action if necessary.
  • Respond to emergency situations and assist in facilitating recovery and rescue efforts.
  • Direct post-accident investigations and prepare written reports for senior management wherein root causes are identified, and resolutions are recommended.
  • Assist and maintain mine safety reports including, operations weekly summary reports, Safe Hours Reports, etc.
  • Report on safety measures and metrics to the leadership team and external regulating bodies. Provide advice to business management on regulatory & compliance requirements as they relate to employee health and safety and other areas as directed.
  • Review and contest enforcement actions issued by MSHA as necessary, including entering into negotiations with the Office of the Solicitor for the U.S. Department of Labor; participate in rulemaking activities as well as MSHA stakeholder meetings.
  • Other duties as assigned.


Work Environment, Physical & Lifting Requirements: 

  • Occasionally required to work underground and near moving mechanical parts. Occasionally exposed to outdoor weather conditions and wet, humid, hot, or cold (non-weather) conditions. May be exposed to moderate noise levels.
  • Regularly required to sit, stand, and walk for extended periods of time, talk and hear; occasionally required to use repetitive motion and reach with hands/arms. Requires clarity of vision and three-dimensional vision.
  • Occasionally required to lift up to 25 pounds.

 

Qualifications:


Education

Required: Bachelors or better in Other or related field.


Experience

Required: Prior Mining Industry experience required. 7 years

Experience in facilitating a safety program.

Preferred: Prior leadership experience preferred.


Licenses & Certifications

Required: Personal Driver's License

Required: MSHA
