Mushuau Innu First Nation has an exciting opportunity for a Senior Health Administrator to oversee the health practice for the Nation.
Reporting to the Health Director, the Senior Health Administrator is responsible for planning, development, implementation and evaluation of practice, programs and services based on best and results-based practices. This position works with a close-knit group of health and administrative professionals to manage the human, financial and material assets necessary to ensure the efficient and effective operations of health services for the community.
Strategic and Operational Planning
- · In collaboration with the Health Director, participate in strategic planning exercises to advance the Nation and department’s goals.
- · Support the development of a departmental operational plan to advance key strategies and priorities.
- · Prepare and monitor own and staff-level work plans to ensure departmental priorities are progressing.
Financial Management
- · Participate in and implement the health department budgets and budget controls to ensure financial accountability of all programs and services.
- · Monitor budgets and work with Finance to analyze, understand and report variances.
- · Participate and provide advice and recommendation on community health plans and nursing issues related to funding and transfer agreements.
- · Coordinate and oversee the development of regular financial reports to funders, the Director, Band Manager and Council per agreements and as required.
- · Follow established purchasing policies and procedures.
Program and Service Delivery Management
- · Manage and allocate human, financial, and material resources to ensure sound operational requirements are in place for all programs and services.
- · Develop and implement frameworks to assess needs, program and service performance for community/public health, primary care and home care programs.
- · Ensure nursing care and practice standards are being implemented into service delivery across a large geographic area.
- · Develop, implement, evaluate, and lead change which maximizes results in a continuous quality-improvement framework across policy, practice, programs and services.
- · Revise goals and plans to reflect changing priorities within nursing and the community.
Community and Stakeholder Relations
- · Provide advice, assistance, and consultation on all nursing matters to leadership.
- · Cultivate effective and collaborative relationships and networks with other departments, communities, professional associations, government departments and other stakeholders involved in the provision of health services to First Nations and Inuit communities.
- · Chair and facilitate meetings involving other health facility staff, colleagues, managers, and other professionals.
Policy, Procedure, Legislation and Regulations
- · Provide professional support, leadership, advice, and direction on policy and procedures.
- · Analyze and research information on best practice and evidence for new programs and services.
- · Anticipate and identify potential or known policy or procedural issues and make recommendations based on sound research, logic and best practices.
- · Integrate best and promising practices, new legislation, regulations, and policies into programs and practice standards to ensure continuous quality improvement in all aspects of services.
Human Resource Management
- · Set up and use appropriate supervisory strategies to provide direction, guidance and instruction for nurses and other staff on policy, practice, program, and service delivery.
- · Guide and develop nurses through performance reviews, career planning and development to recognize accomplishments and work to correct deficiencies.
- · Identify and recommend human resource needs to meet program and service needs.
- · Establish and promote a safe and healthy workplace focused on continuous learning in a supportive environment.
Knowledge, Skills, and Abilities:
- · A demonstrated record of successfully leading, influencing, and supporting primary healthcare organizational goals, projects, and mandates.
- · A comprehensive and progressive understanding of healthcare trends, issues, research, challenges, and opportunities in a First Nations environment.
- · Highly experienced working in the context of a regulatory framework which includes legal, human rights, and ethical issues.
- · A demonstrated ability to coach and mentor others.
- · Principles of material management and financial management including forecasting and monitoring expenditures to manage budgets.
- · Exemplary communication skills, both written and oral with added value of notable public communication abilities to represent the Nation.
- · Willingness and interest to understand and promote the Mushuau Innu culture, language, and values.
Education and Experience:
- · A Bachelor (or equivalent) degree in a related field, such as nursing, health care administration, health care leadership, public health, social services.
- · A minimum of 5-7 years of progressive leadership in health care and / or working in a similar context to community health services.
