ABOUT SIMPCW FIRST NATION  

On behalf of our client, Simpcw First Nation, we are searching for a People & Workplace Safety Manager located in Chu Chua, BC.  The Simpcw First Nation is a proud Secwépemc (Shuswap) Nation located in the North Thompson region of British Columbia, with its main community and administrative centre in Chu Chua, near Barrière, BC. Simpcw is one of the seventeen Nations that make up the Secwépemc Nation and maintains deep cultural, historical, and spiritual ties to its lands and people. 

The Simpcw people hold title to Simpcwúl̓ecw, their traditional territory, which spans roughly 5 million hectares across the North Thompson Valley and surrounding regions, extending from south of McLure to the headwaters of the Fraser River near McBride and eastward into Jasper National Park.

ABOUT THE ROLE 

Reporting to the Band Administrator, the People & Workplace Safety Manager provides oversight for all people and occupational health and safety functions for Simpcw First Nation. This role is responsible for developing, implementing, and maintaining HR and safety practices that support a safe, respectful, and compliant workplace, in accordance with the Canada Labour Code, applicable federal regulations, and Simpcw policies. 

The Manager plays a key role in strengthening organizational capacity through workforce planning, employee and labour relations, recruitment and retention, performance management, and health and safety systems. While reporting directly to the Band Administrator, the role maintains a dotted‑line relationship with the Director of Finance & Operations and Chief and Council on matters related to workforce planning, compensation and benefits, policy development, risk management, and organisational compliance. 

Working closely with leadership and staff, the People & Workplace Safety Manager provides practical, values‑based advice and supports a culturally grounded, inclusive workplace, with a focus on employee well‑being, safety, and employment and development opportunities for Simpcw members. This role balances strategic leadership with hands-on operational management to support sustainable and effective organisational practices. 


KEY RESPONSIBILITIES 

Human Resources Leadership 

  • Lead the delivery of People services across all SFN departments (e.g., administration, health, education, social development, natural resources and public works)  
  • Provide strategic and operational HR advice to leadership and management  
  • Support workforce planning, organizational structure, and staffing requirements  
  • Develop and monitor HR metrics (vacancies, turnover, training, etc.)  

 

Recruitment, Retention & Member Employment 

  • Oversee full-cycle recruitment (job descriptions, postings, interviews, offers)  
  • Promote and prioritize employment opportunities for Simpcw members  
  • Develop onboarding and orientation processes  
  • Support employee training, development, and succession planning  
  • Implement retention and employee engagement initiatives  

 

Employee Relations & Labour Compliance 

  • Provide guidance on performance management, discipline, and terminations  
  • Lead workplace investigations (harassment, violence, and employee complaints)  
  • Support supervisors with coaching, documentation, and decision-making  
  • Ensure compliance with:  
  • Canada Labour Code (Parts II and III)  
  • Canadian Human Rights Act  
  • Federal workplace harassment and violence prevention requirements  
  • Promote a respectful, inclusive, and culturally safe workplace  

 

Policy Development & Legislative Compliance 

  • Develop, update, and implement HR policies and procedures aligned with legislation and Simpcw governance frameworks  
  • Maintain accurate, confidential, and audit-ready employee records and documentation  
  • Provide guidance to managers to ensure consistent application of HR policies and legislative requirements  
  • Monitor legislative changes and recommend updates as required  
  • Incorporate recognized best practices, including applicable provincial standards, where appropriate and not in conflict with federal requirements  

 

Compensation, Benefits & HR Administration 

  • Administer employee benefits, leave programs, and HR records  
  • Support payroll processes in coordination with Finance  
  • Assist with compensation structure reviews and job classification  
  • Maintain HR systems and personnel files  

 

Occupational Health & Safety (Federal Jurisdiction) 

  • Lead and maintain SFN’s Occupational Health & Safety Program in compliance with the Canada Labour Code  
  • Ensure implementation of federal workplace harassment and violence prevention requirements  
  • Act as employer representative for the Workplace Health and Safety Committee  
  • Oversee:  
  • Hazard identification and risk assessments  
  • Workplace inspections  
  • Incident reporting and investigations  
  • Corrective action implementation  
  • Manage return-to-work, accommodation, and disability management programs  
  • Promote a proactive safety culture, incorporating recognized industry and provincial best practices where appropriate  

 

Culture, Community & Organizational Support 

  • Ensure HR practices reflect Simpcw values, traditions, and community priorities  
  • Support community-based employment and training initiatives  
  • Provide HR advice and support to leadership and Chief & Council as required  
  • Contribute to organizational policies and capacity-building initiatives  


SKILLS AND QUALIFICATIONS 

Education & Certification 

  • Degree or diploma in Human Resources, Business Administration, or a related field  
  • CPHR designation (or working towards) is an asset  

 

Experience 

  • Minimum 5 years of progressive HR experience  
  • Experience in Indigenous organizations or public sector is a strong asset 
  • Experience in federally regulated environments is an asset  
  • Experience in occupational health & safety programs and workplace investigations  

 

Knowledge 

  • Canada Labour Code (Parts II and III)  
  • Canadian Human Rights Act  
  • Federal workplace harassment and violence prevention regulations  
  • HR best practices (recruitment, performance management, investigations)  
  • Understanding of First Nation governance and community dynamics  

 

Skills & Competencies 

  • Strong interpersonal and conflict resolution skills  
  • Ability to manage sensitive and confidential matters with professionalism  
  • Strong documentation and compliance focus  
  • Effective written and verbal communication

Working Conditions 

  • Office-based with regular interaction across SFN departments  
  • Occasional travel within the community and to worksites  
  • May require flexibility for meetings or urgent HR and safety matters

  • Preference may be given to qualified Simpcw members. 

 

This role will appeal to an individual who values a broad, hands-on position offering variety and the opportunity to build an HR function from the ground up. The position encompasses a full spectrum of HR responsibilities, including employee engagement activities, recruitment, chairing the Health & Safety Committee, and the development and continuous improvement of HR policies and procedures. 

 

This is a permanent, full-time role, working between the Administration Office in Chu Chua, BC and remote/home-based work. There is an expectation to work onsite at least two days per week. Working hours are generally within standard office hours (8am till 4pm – Monday to Friday); however, occasional evening calls or meetings may be required. Given the significant remote-working component of the role, the successful candidate must be comfortable and proficient with video conferencing and remote working technologies.
