Tallcree is a proud Cree Nation rooted in the strength of its people, the wisdom of its traditions and a deep connection to the land. The Tallcree Tribal Government is a First Nations band government located in northern Aberta. It is part of the Woodland Cree Nation and includes several reserves with the largest being South Tallcree and North Tallcree. The government is committed to protecting the rights of its members, caring for the land and supporting the well-being of the community. They have a rich cultural heritage and are one of the original signatories to Treaty having signed in 1899. Today, Tallcree Nation continues to uphold their traditions and teachings while engaging in community events and cultural preservation efforts.


ABOUT THE SOCIAL DEVELOPMENT DIRECTOR

Reporting to the Band Manager, this critical role is responsible for the full administration of the Social Development Department for Tallcree Tribal Government. The Social Development Director is responsible for the development, administration and implementation of all long-range plans and the approved Social Development Program for Tallcree Tribal Government, advising on financial fiscal matters, preparation of annual budgets and works in direct collaboration with Chief and Council members, Tallcree First Nation Directors, committees, membership and North Peace Tribal Council related programs. 


RESPONSIBILITIES

  • Participate in the recruitment, orientation and training of new employees in all roles supervised
  • Promote professional development of staff and establish departmental and individual objectives
  • Monitor and evaluate staff performance and provide emotional support
  • Monitor work to ensure adherence to departmental policies and procedures, implement and provide feedback on new policies and procedures
  • Keep up to date with Provincial Legislation changes, trends and program issues that affect the Social Development Department

  • Participate on committees to resolve policy issues
  • Monitor activities and expenditures of Social Development funding that is transferred to other departments to ensure terms and conditions of agreement are complied with
  • Oversee the CFS Prevention Program and development of ongoing programs and services
  • Provide supervision for intake workers, frontline staff, membership clerk, prevention workers and youth workers
  • Oversee the development of training and development opportunities for clients
  • Develop and maintain team building systems to assist in building departmental and office morale
  • Provide support to staff and develop staff communication networks to enhance service delivery
  • Mediate and resolve concerns between clients and workers and between team members, making decisions as required within issued authority
  • Maintain caseload and other statistics, provide reports as requested and as required under the agreement process
  • Conduct evaluations for staff members and develop processes to ensure balanced workload cover-off
  • Provide work planning with individual workers
  • Participate in case conferences on complex or contentious cases, provide interpretation of departmental policies and ISC agreement
  • Provide information on departmental policies to community, agencies and other helping professionals
  • Develop and maintain a network of community contacts to facilitate service delivery and promote understanding of departmental philosophies and policies through participation in speaking engagements
  • Participate in Directors Meeting to collaborate on service delivery in the interest of community members
  • Respond to client calls from the community and participate in regular client case reviews, client consults
  • Appeals process: review worker decisions, interview clients and make Director level decisions, present information to Band Manager, Chief and Council and at Appeal Board Hearings.
  • Interpret and follow policies and procedures, incorporate special initiatives information as required
  • Ensure all aspects of Tallcree Social Development Income Support Policy Manual processes are implemented and maintained within FOIP guidelines (client and information confidentiality)
  • Ensure staff are equipped and performing their key duties as follows:
  1. Tracking First Nation Clients: create and maintain accurate files (both computer and manual) for each client. Ensure all Tallcree First Nation members residing within the First Nation are given the right to apply for Tallcree Income Support
  2. Representation: maintain good working relationships with all Tallcree First Nations contacts, relevant ISC staff and other officials as required. Advertise in a professional manner with all Tallcree First Nations media opportunities as required. Attend training put on by ISC.
  3. Reporting: provide written and financial monthly reports to Chief and Council and the Band Manager. Assist the ISC in compilation of quarterly and annual reports based upon all relevant aspects of Talcree Social Development Income Support Policy Manual (ie Income Types – ETW-A, ETW-B, ETW-C, Learners Benefits; 360 Data and Program)

 

 

 

REQUIREMENTS

  • Post Secondary Education with a degree in Social Work or Human Services is mandatory
  • Minimum of 2 years management experience
  • Good analytical and problem-solving skills
  • Sensitivity and the ability to keep employee and client information confidential
  • Strong interpersonal skills
  • The ability to understand a variety of viewpoints
  • Strong leadership skills
  • Excellent organizational skills and time management skills
  • Proficient in Microsoft Office Suite (Primarily Excel and Word);
  • Proficient in use of Internet and E-mail
  • Excellent Communication Skills (written and verbal)
  • Good interpersonal skills
  • Must be able to work both independently and as part of a team
  • Must be well organized and a self-starter
  • Must work well in a fast paced and often stressful environment
  • Must be able to work within and meet tight timelines
  • Accounting background (Basic bookkeeping courses to understand debits, credits, revenue and expenses)
  • Experience with Access Database systems
  • Knowledgeable on FOIP
  • Experience working with Aboriginal Communities is an asset
  • Knowledge of First Nations Culture and the Cree language is an asset
  • Knowledgeable about a wide range of First Nation Employment issues
  • Reliable transportation with a class 5 driver’s license
  • The ability to travel when required.
