ABOUT THE ROLE


Reporting to the Associate Executive Director, the Human Resources Manager will promote human resources best practices and a positive working environment aligned with the culture and values of the Tl’azt’en Nation and all related human resources legislation and regulations.


The Human Resources Manager is responsible for providing overall leadership, advice and guidance on all aspects of human resources including workforce planning, recruitment, employee relations, compensation and benefits administration, performance management, employee and leadership development, and health and safety, and ensuring consistency of application across the Tl’azt’en administration. There is flexibility for a hybrid work arrangement, balancing time in community with time working from the Prince George satellite office.


KEY RESPONSIBILITIES

Policy, Procedures, Legislation, and Regulations

  • Supporting Nation governance, leadership, and Council through culturally grounded HR practices
  • Ensuring HR policies and practices align with Nation values, traditions, and community priorities
  • Stays up-to-date on existing and forthcoming legislation to determine the HR impact on Administration and revises the Human Resources Policy Manual as required
  • Advises managers and staff on organizational policies and procedures.
  • Administers, analyzes and modifies compensation and benefits plans to establish competitive programs and ensures compliance with legal requirements
  • Develops and maintains an orientation program for new staff and provides direction to managers in the use of the program
  • Assists in the development and implementation of programs that will drive increased employee satisfaction and commitment level
  • Works with other Managers to establish a Health and Safety committee for the Nation

Operational Management

  • Provides advice and coaching to managers on all aspects of Human Resources (recruitment, performance management, succession planning, etc.) to enable the attraction and selection of talent in order to meet the needs of the Nation
  • Supporting workforce development and succession planning for Nation members
  • Identifying opportunities for training, mentorship, and advancement within the organization
  • Aligning HR planning with long term Nation capacity goals
  • Provides advice to managers on the recruitment and selection of new hires based on their knowledge, skills, and abilities.
  • Applying culturally safe and trauma informed practices in employee relations and performance management
  • Supporting respectful workplace initiatives grounded in cultural understanding
  • Delivers full recruitment services including front end needs analysis, job postings, sourcing, interviewing, and employee offers ensuring consistency within the organization
  • Utilizes various platforms for recruitment (ie. LinkedIn, Facebook)
  • Networks on behalf of the organization in support of the recruitment strategy
  • Identifies and addresses issues that impact morale, effectiveness, turnover, absenteeism, and productivity
  • Assists in resolving work related issues including participation in dispute resolution meetings
  • Assists with the identification of training needs, the selection, development and delivery of appropriate training programs
  • Identifies organizational training to support performance management and succession plans.
  • Makes presentations, leads and facilitates workgroups, teams, and meetings on new and trending human resource management changes, initiatives and projects
  • Keeps the Associate Executive Director informed of all issues leading to possible termination of employees
  • Identifies and reviews various HR systems designed for use in small organizations and makes a recommendation to the Nation to acquire a system
  • Supports workplace diversity initiatives
  • Ensures the security of employee records and appropriate retention periods for documents
  • Conducts exit interviews to manage and identify areas for improvement in retention and engagement

Financial Management

  • As part of the yearly budget exercise identify financial requirements for Human Resources
  • Operate within established financial controls, and ensure that the financial system accurately reflects forecasts and expenditures
  • Working in conjunction with Finance, administer the employee benefits enrollments and contributions
  • Maintains compensation plan by conducting periodic pay surveys; scheduling and conducting job evaluations
  • Monitors and schedules individual pay actions; recommending, planning, and implementing pay structure revisions
  • Formalizes compensation terms for employment offers

Community and Council Relations

  • Ensures the Community is made aware of positions being staffed
  • Works with other managers to promote the potential of working for the Nation
  • Other related duties as required


SKILLS AND QUALIFICATIONS

  • A bachelor’s degree in Human Resource Management or a related discipline such as Business Administration, Commerce, Psychology, or Industrial Relations, or an equivalent combination of education and experience
  • Minimum of 3 to 5 years of progressive experience in an Human Resources related role
  • CPHR designation is an asset
  • Solid knowledge of Canada Labour Code, Employment Standards Act, Human Rights, other applicable employment legislation (federal and provincial) and human resource management best practices
  • Experience in developing appropriate budgets and forecasting expenditures for human resources
  • Strong employee relations and conflict resolution skills
  • Excellent communication skills, both written and verbal
  • High level of critical and logical thinking, analysis, and reasoning skills
  • Proactive; demonstrates time management, planning, and organization skills
  • Excellent relationship-building skills: you have the ability to influence without authority, develop consensus, and build rapport with a wide variety of people
  • Ability to bring clarity to grey areas for both managers and staff
  • Process-oriented with a 'hands-on' approach
  • Strong coaching and mentoring skills
  • Strong judgement and problem-solving skills
  • Proven ability to deliver results when working both independently and within a team
  • Ability to maintain confidentiality and impartiality while being empathetic
  • Experience working with First Nations organizations and demonstrated cultural competency considered an asset
  • Valid BC Driver’s Licence and ability to meet organizational screening requirements including proof of education and criminal record check
