Program and Operations Manager (DoD)

STEMBoard is seeking a Program and Operations Manager that will be responsible for overseeing the management and execution of defense-related programs and operational functions. This includes strategic planning, coordination, resource management, and ensuring that projects are completed on time, within budget, and aligned with mission objectives. The role requires strong leadership skills, the ability to manage large teams, and comprehensive knowledge of DoD policies and regulations. Duties and functions of this role are performed remotely with occasional travel.

 

Responsibilities:


Program Management:

  • Lead and manage a portfolio of defense-related programs from initiation to completion, ensuring alignment with mission objectives.
  • Develop detailed program plans, schedules, and budgets.
  • Monitor and report on program progress, identifying risks and implementing mitigation strategies.
  • Coordinate with other DoD components, contractors, and external agencies to ensure program goals are met.
  • Ensure compliance with DoD acquisition processes and policies, including performance and financial reporting.


Operations Oversight:

  • Oversee day-to-day operational activities, ensuring that operations are efficient, effective, and meet the requirements of military leadership.
  • Develop, implement, and refine operational procedures to improve performance and ensure consistency across operations.
  • Manage resources, including personnel, budgets, equipment, and technology.
  • Ensure operational readiness and compliance with DoD standards and regulatory requirements.


Leadership and Team Management:

  • Supervise and mentor program and operations teams, providing guidance, direction, and performance feedback.
  • Facilitate communication and collaboration among cross-functional teams.
  • Foster a high-performance culture and maintain morale through leadership and professional development opportunities.


Strategic Planning:

  • Assist in the development and implementation of strategic plans, policies, and procedures for various DoD programs and operations.
  • Analyze trends, forecasts, and performance metrics to inform decision-making and future planning.
  • Participate in long-term program and operational planning, ensuring that resources are allocated effectively and that goals are achievable.


Budget and Financial Management:

  • Develop and manage program budgets, ensuring that financial resources are allocated efficiently.
  • Review financial reports and audits to ensure that program expenses remain within allocated funds.
  • Implement cost-saving measures without compromising program quality or mission objectives.


Compliance and Reporting:

  • Ensure all programs and operations comply with DoD regulations, policies, and legal requirements.
  • Prepare and submit regular reports on program status, performance metrics, and financials to senior leadership.
  • Participate in audits and reviews as necessary to ensure adherence to internal controls.


Qualifications:


Education: Bachelor's degree in business administration, management, defense studies, or a related field (Master's degree preferred).

Experience: Minimum of 5-10 years of experience in program management, operations, or a related field within the DoD or defense contracting industry.

Security Clearance: Active Secret or Top Secret clearance (depending on the role and sensitivity of the programs managed).

Skills:

  • Strong leadership, communication, and interpersonal skills.
  • Proficiency in program management tools, scheduling, and financial tracking systems.
  • Knowledge of DoD regulations, policies, and acquisition processes.
  • Ability to work under pressure, managing multiple priorities and competing demands.


Preferred Qualifications


  • Experience working with military branches or DoD agencies.
  • Certification in Project Management (PMP, Agile, etc.) is a plus.
