The Proposal Writer / Capture Manager plays a critical role in the growth and development of the company by managing and executing proposal efforts and leading the capture process for new business opportunities. This individual is responsible for overseeing and directing the full lifecycle of proposals and capture management for defense contracts, ensuring compliance with government regulations, and producing high-quality submissions that effectively communicate the company’s value proposition.

 

Key Responsibilities:

 

Proposal Writing, Management & Review:

  • Lead, manage, and write technical, management, and cost proposal sections for defense contracts in response to RFPs (Request for Proposals), RFQs (Request for Quotes), and other solicitation documents.
  • Coordinate with subject matter experts (SMEs) to ensure accuracy and compliance of proposal content.
  • Develop compelling and compliant proposals that align with client needs, evaluation criteria, and industry standards.
  • Ensure all deadlines are met and that proposals are of the highest quality, focused on clear, concise, and persuasive writing.
  • Coordinate proposal development efforts with cross-functional teams, ensuring timely content gathering, review cycles, and editing processes.
  • Ensure all proposal documentation complies with FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement) guidelines, as well as other relevant policies.
  • Assist with proposal schedules, track progress, and ensure that deliverables meet client and proposal requirements.
  • Conduct proposal reviews and edits, ensuring proposals are cohesive and compelling.
  • Work closely with leadership to assess opportunities and develop effective proposal strategies.
  • Participate in the post-submission review process and debriefings to continuously improve proposal development processes and increase win rates.

 

Capture Management:

  • Lead the capture process for new business opportunities within the defense sector, including identifying and qualifying leads, conducting customer analyses, and developing win strategies.
  • Build and maintain strong relationships with internal stakeholders, clients, and potential partners.
  • Develop and execute capture plans, conduct competitive analysis, and identifying key differentiators for proposals.
  • Facilitate the creation of proposal themes, discriminators, and technical approaches that resonate with government procurement officials.

 

Qualifications:

 

  • Bachelor’s degree in Business, Engineering, or a related field (or equivalent experience)
  • Minimum 5 years of experience in proposal writing and capture management in the defense contracting sector.
  • Proven experience working on complex defense proposals (e.g., DoD contracts, Federal Government RFPs).
  • Familiarity with various government procurement systems (e.g., SAM, FBO, etc.) and processes.
  • Experience with FAR, DFARS, and other federal acquisition regulations.
  • Exceptional writing, editing, and verbal communication skills.
  • Strong organizational skills and the ability to manage multiple deadlines.
  • Experience with proposal management software (e.g., Deltek, MS Project, or similar tools).
  • Strong attention to detail and the ability to think strategically.
  • Excellent interpersonal and negotiation skills, with a track record of working with cross-functional teams and senior leadership.
  • Knowledge of defense industry trends, key customers, and competitors.
