The Internal Revenue Service (IRS) is executing a transformative migration initiative to modernize core tax systems, legacy COBOL applications, and data processing pipelines into the Palantir Foundry platform. We are seeking elite-level data engineers, developers, and scientists to support the end-to-end extraction, transformation, and orchestration of IRS data and business logic from legacy mainframes (IBM z/OS), Windows, and RHEL environments into secure, containerized, and cloud-ready frameworks.
This role is part of a high-visibility federal initiative to centralize IRS data, retire monolithic legacy systems, and operationalize insights across compliance, case management, and tax examination workflows. Successful candidates will be hands-on experts in legacy data modernization, pipeline engineering, and orchestration of services across secure enclaves.
Key Responsibilities:
· Analyze, extract, and document COBOL logic and legacy data structures from IRS mainframe applications (z/OS)
· Reconstruct and replatform legacy business rules into modern data pipelines within Palantir Foundry
· Migrate and containerize legacy applications and services into scalable, API-accessible frameworks
· Engineers performant, fault-tolerant ETL/ELT pipelines for massive IRS datasets (>10B records)
· Design and implement reproducible data ingestion workflows using Palantir’s ontology and pipeline paradigms
· Coordinate with IRS stakeholders to validate data fidelity, lineage, and governance requirements
· Integrate disparate data sources (IDRS, CADE2, IMF/BMF, WIN/RHEL DBs) into a unified schema for operational intelligence
· Lead decommissioning analysis and phased retirement of legacy environments
Required Skills & Experience:
· 10+ years of experience in legacy modernization, federal data engineering, or mainframe-to-cloud migrations
· Deep experience with COBOL, JCL, DB2, VSAM, and z/OS mainframe environments
· Expert-level Python, SQL, Spark, and modern ETL frameworks (e.g., Airflow, Databricks)
· 3+ years working with Palantir Foundry or comparable high-side data fusion platforms
· Strong background in containerization (Docker, Podman), Linux (RHEL), and distributed computing
· Proven experience engineering secure data pipelines and maintaining NIST 800-53/IRS Publication 1075 controls
· Familiarity with IRS data domains (e.g., CADE2, IDRS, EUP, ECC-MTB) is a major plus
Preferred Qualifications:
· IRS or Treasury modernization experience
· Palantir Ontology, Code Workbooks, and ObjectType configuration knowledge
· Experience with Terraform, Ansible, or CI/CD for infrastructure as code
· Experience deconstructing monolithic COBOL apps and mapping to data-driven microservices
· Familiarity with IRS SDLC, ECM, or CDM systems
