Project Manager — NEPA Environmental Planner (Energy Infrastructure)- West

Overview

Our client is seeking an experienced Project Manager / NEPA Environmental Planner to support energy infrastructure projects across the Western U.S. This role focuses on managing environmental planning and compliance efforts for complex energy developments, supporting projects from early analysis through regulatory approval and implementation.

The ideal candidate brings strong experience managing environmental review under NEPA, particularly for energy-related projects involving federal land agencies and multi-jurisdictional permitting.


Key Responsibilities

Project Delivery & Environmental Planning

  • Manage energy infrastructure projects through all phases of the NEPA process
  • Lead preparation of environmental documentation including CatEx, EA, and EIS level analyses
  • Coordinate multidisciplinary teams and ensure deliverables meet scope, schedule, budget, and quality objectives
  • Maintain legally defensible documentation aligned with federal regulatory standards

Regulatory Strategy & Compliance

  • Develop and execute environmental strategies under NEPA and related federal regulatory frameworks
  • Support projects involving BLM regulations, agency guidance, and field office coordination
  • Manage third-party and applicant-prepared NEPA documentation
  • Oversee environmental compliance including mitigation, monitoring, reporting, and regulatory coordination

Technical Leadership & Stakeholder Engagement

  • Serve as primary author or lead reviewer for technical environmental documents
  • Support public engagement, alternatives analysis, comment responses, and administrative record development
  • Mentor team members on NEPA compliance and document preparation standards
  • Communicate complex environmental and regulatory concepts clearly to clients, agencies, and stakeholders

Business Development Support

  • Assist with proposal development, scopes, schedules, and budgets
  • Participate in client meetings and industry engagement
  • Support strategic growth within the energy and environmental planning sector


Qualifications

  • Bachelor’s or Master’s degree in environmental planning, policy, science, or related discipline
  • 10+ years of experience supporting energy projects under NEPA
  • Strong understanding of BLM regulatory processes, guidance manuals, and environmental review workflows
  • Experience preparing or managing CatEx, EA, and EIS-level documentation
  • Proven project management skills including schedule and budget oversight
  • Excellent technical writing and communication skills
  • Ability to manage multiple priorities in a fast-paced environment
