Commissioning Manager- Large-Scale Utility Projects


A leading infrastructure and utility-focused organization is seeking a Commissioning Manager to lead and oversee commissioning efforts for large-scale capital projects based in its Halethorpe, MD office.


This individual will be responsible for coordinating all commissioning activities from initial planning through system turnover, ensuring equipment, systems, and subcontractor interfaces are aligned with project requirements, safety expectations, and schedule milestones.



This role works closely with engineering, construction, project leadership, vendors, and field teams to support successful system startup and project completion. The ideal candidate will bring strong technical knowledge, leadership capability, and hands-on commissioning experience within utility, industrial, or infrastructure environments.


Key Responsibilities

  • Lead commissioning execution from early project planning through final turnover and closeout
  • Develop commissioning strategies, schedules, procedures, and division of responsibilities among trade partners and stakeholders
  • Coordinate closely with engineering, construction, and project leadership teams to confirm readiness for startup and testing activities
  • Oversee pre-functional inspections, startup activities, integrated system testing, and functional performance verification
  • Review technical documentation including specifications, drawings, and design packages to ensure commissioning requirements are incorporated
  • Manage commissioning logs, reports, turnover packages, and project closeout documentation
  • Interface with project stakeholders, subcontractors, equipment suppliers, and field personnel during commissioning phases
  • Identify commissioning deficiencies, track open items, and facilitate resolution to support schedule milestones
  • Ensure alignment across subcontractors and project teams regarding commissioning scope, sequencing, and execution
  • Verify all commissioning activities comply with company safety programs, quality standards, and regulatory requirements
  • Support operations and maintenance training activities as needed during turnover
  • Participate in project meetings and provide status reporting to leadership teams
  • Follow company procedures, internal standards, and operational processes
  • Support additional initiatives and project-related duties as assigned


Qualifications

Required Education & Experience

  • Bachelor’s degree in Engineering, Construction Management, or related technical discipline; equivalent industry experience may be considered
  • Minimum of 5–10 years of commissioning leadership experience supporting large-scale project execution
  • Strong understanding of electrical, mechanical, instrumentation, and/or controls systems
  • Demonstrated success leading commissioning programs on complex infrastructure or industrial projects
  • Ability to interpret technical drawings, schematics, and construction specifications
  • Experience working in customer-facing or stakeholder-facing environments
  • Background supporting utility, substation, energy, industrial, or heavy infrastructure projects preferred

Travel Requirements

  • Travel required based on project assignment and construction activity
  • Flexibility to travel to project sites as needed


Compensation & Benefits

  • Competitive base salary up to $170,000 annually
