Director of Bids & Proposals (Remote – Government & Commercial Healthcare Contracts)

 

Location: Remote – U.S.-based, with preference for Central or Eastern time zones

 

About the Role:

We are supporting a mission-driven healthcare organization that is seeking a Director of Bids & Proposals to lead its government and commercial proposal efforts. This fully remote role offers the chance to build a high-impact proposal function from the ground up, focused on winning contracts that improve healthcare quality, compliance, and access across the country.

 

The organization partners with Medicare/Medicaid-funded facilities and state/federal agencies, and also supports commercial clients in improving care delivery and regulatory performance.

 

Responsibilities:

  • Lead the end-to-end proposal process for both government (federal/state) and commercial contracts
  • Build out scalable proposal templates, processes, and content libraries
  • Drive proposal strategy, coordinate with internal stakeholders, and ensure high-quality, compliant submissions
  • Collaborate with finance to support pricing strategy, especially on federal bids
  • Partner with Marcom to enhance the visual and narrative quality of proposals
  • Lead preparations for high-priority RFPs, including upcoming state EQRO opportunities
  • Support the organization’s GSA Schedule readiness and long-term contract strategy
  • Participate in occasional pre-planned travel (e.g., client meetings or industry events)

 

Qualifications:

  • Proven experience managing complex proposals in healthcare, across both government and commercial sectors
  • Expertise in CMS, Medicaid/Medicare contracts, or EQRO/QIO-related work preferred
  • Strong writing, editing, and strategic planning skills — able to lead the process end to end
  • Assertive and highly organized — able to manage stakeholders, meet deadlines, and drive accountability
  • Familiarity with the GSA Schedule and federal procurement landscape is a plus
