For an accomplished CTO or engineering executive who has led this evolution before, the mandate combines immediate executive influence with an anticipated path from VP of Software Engineering to CTO.

The Basics

You will lead an established organization of software engineers and engineering leaders, combining strategic direction and talent development with approximately 20% hands-on technical involvement. Experienced technical leaders are already in place, giving you a foundation from which to advance architecture, engineering practices, and product delivery. District Partners is working directly with the board and key decision-makers to identify an executive who brings technical credibility, business judgment, and a demonstrated ability to move an organization forward.

What You’ll Be Owning

• Shape an engineering roadmap that connects product priorities, platform investment, and organizational capability to the company’s growth objectives.
• Guide the evolution of application architecture across frontend experiences, backend services, APIs, integrations, and data flows, balancing scalability and maintainability with delivery needs.
• Build greater release confidence and delivery predictability through effective development standards, automated testing, CI/CD, and clear ownership throughout the software lifecycle.
• Develop engineers and engineering leaders through coaching, thoughtful organizational design, and clear opportunities for ownership, contribution, and growth.
• Advance application performance, reliability, and security through sound technical decisions, direct engagement in complex challenges, and deliberate management of technical debt.
• Translate AI opportunities into useful product capabilities and engineering improvements, with clear objectives and measurable value.

The Environment

A substantial development team is based in Pakistan, and close collaboration with its engineers and leaders is central to the mandate. Success depends on building trusted relationships, respecting local culture, and adapting thoughtfully to different communication styles, working practices, and time zones. You will stay connected to both engineering leaders and individual contributors, bringing a clear technical perspective while encouraging ideas and developing talent across the organization.

What You Bring To The Table

• A proven record as a software-focused CTO, VP of Engineering, or comparable executive who has already led a product engineering organization through meaningful growth and change.
• Experience leading both engineers and engineering leaders, developing managers while earning the confidence of experienced individual contributors.
• Deep software development experience and architectural judgment across modern applications, backend services, APIs, integrations, and data systems.
• Strong command of cloud-based software delivery, including deployment architecture, observability, performance, resilience, and secure development.
• Demonstrated success improving software quality and engineering execution through practical development, testing, and release practices.
• Experience leading substantial international development teams, with cultural awareness, adaptability, and a commitment to building relationships with colleagues in Pakistan.
• Executive judgment and communication skills to connect technology investment, AI opportunities, and engineering decisions to product and business outcomes.

A Few Things Worth Knowing

• Compensation: Anticipated base salary in the mid-to-high $200Ks, with the overall compensation package dependent on experience.
• Location: Boston metro preferred; Washington, DC metro also of interest.
• Work Model: Ongoing collaboration with the Pakistan-based engineering organization across time zones. Travel to Pakistan 4–6 times per year is required.
• Engagement Type: Executive appointment as VP of Software Engineering, with an anticipated path to CTO as the company grows and the leadership mandate evolves.
