This 3-month project opportunity is part of the Social Service Reternship Programme, where our Reternees contribute their expertise to charities through a short-term project (Stipend-based, SGD 1,500/month). Upon project completion, both participant & charity will decide on longer-term arrangements if suitable. About Project: Procurement Project Manager (Cashflow Optimisation Project)

The objective of this position is to enhance procurement efficiency and achieve measurable cost savings across the organisation. This will be done by reviewing all existing purchases, analysing supplier arrangements, and identifying opportunities to harmonise product types, categories, and vendors.


The project will also evaluate strategies on securing better pricing (e.g., through negotiations with current suppliers or through strategic procurement tenders), while ensuring resilience of critical supplies for each service. Finally, the project will include developing engagement materials to present and gain support from Services, ensuring that proposed changes are understood, accepted, and sustainably implemented.


Job Responsibilities & Project deliverables

  1. Conduct a detail spend analysis of all purchased products and services across the organisation.
  2. Consolidate and analyse procurement data: quantities, categories, vendors, unit prices, and historical spend.
  3. Identify areas where purchases can be standardised or harmonised across services and / or consolidation of vendors.
  4. Assess vendor performance and opportunities for bulk purchase negotiations or long-term agreements.
  5. Evaluate the need for procurement tenders to achieve better pricing for high-volume or critical items.
  6. Map critical supplies per service and propose risk mitigation/resilience strategies.
  7. Prepare a professional presentation deck and supporting materials to engage Services, communicate the benefits of proposed changes, and secure buy-in.
  8. Provide a clear set of recommendations and implementable strategies for procurement cost optimisation. Handover package including process documentation and insights for ongoing optimisation.


Job Specifications

Minimum Education / Qualifications

Degree in business / supply chain management or equivalent.


Minimum Years of Relevant Experience

Minimum 8 years of experience in procurement, supply chain management, or strategic sourcing


Knowledge/Skills

  • Strong analytical skills with experience in spend analysis and cost optimisation.
  • Proven track record in vendor negotiations and category management.
  • Excellent communication and stakeholder engagement skills.
  • Experience with multi-disciplinary organisations or complex procurement environments preferred.
  • Ability to develop actionable recommendations and train procurement teams.
