Role Description
Reporting to the Executive Director, this Fractional HR plays a pivotal role in ensuring that people practices are lawful, ethical and supportive of a diverse workforce. The role balances hands‑on HR operations with strategic advisory support to Management and the Board People & Culture Committee, fostering a respectful and inclusive workplace that supports staff wellbeing, capability development, and organisational sustainability.
S/He has end‑to‑end responsibility for the design, implementation, and ongoing review of the HR framework, ensuring that people policies and practices are fair, transparent, compliant, and fit‑for‑purpose. In doing so, the role strengthens organisational maturity in people management, reduces compliance and reputational risks, and embeds the organisation’s mission and values while upholding public confidence and accountability.
As Management’s representative to the Board People & Culture Committee, the role provides professional input, reporting and assurance on people-related matters, ensuring that decisions are well-documented, risk-aware, and aligned with best practices in the charity and social service sector.
Responsibilities

HR Governance & Legal Compliance – ensuring organisation alignment with Singapore employment legislation, Tripartite Guidelines, and charity governance expectations.

People & Culture Policies and Practices – developing clear, consistent, and values-aligned policies that promote inclusion, respect, and professionalism. A role model as people leadership Coach.

Recruitment, Onboarding & Workforce Planning – supporting fair, transparent, and well-documented hiring and induction processes.

Performance Management & Capability Development – implementing performance management system for feedback, development, and accountability.

Employee Relations & Staff Wellbeing – fostering a safe, supportive workplace and managing grievances or disciplinary matters with care and fairness.

HR Risk Management, Documentation & Reporting – maintaining accurate records, identifying people-related risks, and ensuring audit readiness.

Board, Audit & Regulatory Support – providing timely HR insights, data, and assurance to Management and the Board, including through the People & Culture Committee.
Requirements
- Proven ability to manage the full HR lifecycle, including recruitment, onboarding, performance management, employee relations, and payroll;
- Strong knowledge of Singapore employment law, Tripartite Guidelines, and HR governance standards;
- Demonstrated capability in coaching people leaders and staff to build accountability, strengthen capability, and support a respectful and high-performing workplace.
- Prior experience in charities, non‑profits, or regulated industries advantageous;
- Excellent communication, coaching, and stakeholder engagement skills.
Role Engagement
- This is a part-time role offered on a fractional arrangement, with an expected commitment of 3~4 days per week.
