OUR CLIENT:


The Northern Endurance Partnership (NEP) is delivering a first-of-its-kind project that will transform the UK’s industrial heartlands and fast track the nation’s journey to net zero. 

 

NEP is building the onshore and offshore infrastructure needed to transport collected CO₂ from carbon capture projects across Teesside and the Humber – collectively known as the East Coast Cluster – for permanent, secure storage deep beneath the North Sea. 

 

As the UK’s first CO2 transportation and storage network, NEP’s infrastructure will help the country’s most carbon-intensive regions capture and store emissions. This will protect existing industries, attract new low-carbon investment, create thousands of skilled jobs, and establish the UK as a global leader in carbon capture and storage (CCS). 


Following financial close in December 2024 for the Teesside transport and storage system, NEP is moving into construction, with first operations expected in 2029. The next phase focuses on the Humber Carbon Capture Pipeline (HCCP), which will expand the network with new onshore pipelines to transport CO₂ from industrial projects in the Humber region to our offshore stores.  

 

NEP is a standalone incorporated joint venture (IJV) with its own Board of Directors, and bp, Equinor, and TotalEnergies as shareholders.

THE ROLE:


The Policy and Public Affairs Manager will support NEP in delivering its strategic objectives by managing government relations, policy analysis, and stakeholder engagement. Reporting directly to the Head of Communications and External Affairs, the role will ensure NEP’s policy positions and priorities are effectively represented, risks are managed, and relationships with government, regulators, and other key stakeholders are developed and maintained.


The Communications and External Affairs team is small and tight-knit team and the successful candidate will be expected to support broader communications activities and work flexibly.


RESPONSIBILITIES:


Deliverables include, but are not limited to:


  • Monitor and analyse key policy, regulatory, and political developments and brief the Head of Communications and External Affairs and other senior leaders on implications and potential responses
  • Lead the development of NEP’s public policy positions and responses, in partnership with relevant stakeholders
  • Represent NEP in discussions with Government, Parliament, regulators, and other stakeholders to ensure NEP’s voice is heard and to support strategic objectives
  • Build strong, wide-ranging working relationships with key stakeholders, identifying opportunities for partnership and collaboration to achieve NEP’s objectives
  • Work collaboratively with the Communications & External Affairs team to ensure policy positions are effectively communicated externally.


SKILLS AND EXPERIENCE:


The successful candidate will be able to demonstrate:


  • Proven experience in government relations, public affairs, or policy management, preferably in energy, infrastructure, or multi-stakeholder projects
  • Strong understanding of policy-making, regulatory frameworks and government structures
  • Excellent written and verbal communication skills, including briefings, reports, presentations and submissions for senior leadership or Boards
  • Strong stakeholder management, relationship-building and influencing skills
  • Ability to manage multiple priorities, work under pressure and respond quickly to emerging issues
  • Experience working collaboratively with communications teams to align messaging and engagement.
