HR Generalist

Performance Objectives
- Fill critical field and office roles within 30 days of requisition by sourcing union and non-union talent and coordinating with superintendents.
- Maintain 100% on-time, error-free processing of new-hire paperwork, benefits enrollment, and certified payroll for Operating Engineers, Carpenters, Cement Masons, and Laborers.
- Reduce first-year turnover 15% by delivering consistent onboarding, safety orientation, and 30/60/90-day check-ins.
- Close all compliance gaps (I-9, EEO, prevailing wage, Cal/OSHA records) before audit or bid deadline.
- Resolve employee relations issues within five business days while protecting both the employee and the company’s union agreements.
- Publish monthly headcount, overtime, and training dashboards that field managers actually use.
Environment & Resources
You report to the HR Manager and sit in our Valencia office, partnering daily with project managers, safety, and payroll. You’ll have access to our HRIS, union dispatch contacts, and a modest recruiting budget. The team is small, so you’ll own full-cycle processes rather than hand them off.
Essential Qualifications
- 3+ years HR generalist experience in construction, civil, or union environments.
- Proven ability to administer multi-craft collective bargaining agreements and certified payroll.
- Hands-on use of an HRIS and applicant tracking tools to track time-to-fill and compliance.
- Direct experience conducting investigations and coaching supervisors on progressive discipline.
- Valid California driver’s license and willingness to visit active job sites.
