Overview
We are seeking an experienced Systems Program Supervisor to lead a team of developers, systems professionals, consultants, and contractors responsible for delivering and supporting critical enterprise applications. This role oversees software development, database management, system reliability, and application support while driving technology innovation and operational excellence.
Key Responsibilities
- Lead and supervise application development and systems programming teams, including external consultants and contractors.
- Manage the design, development, implementation, maintenance, and support of enterprise software applications and databases.
- Ensure the security, reliability, scalability, and performance of applications and database environments.
- Partner with stakeholders to identify business needs and deliver innovative technology solutions.
- Analyze project requests, prioritize workloads, allocate resources, and ensure timely completion of initiatives.
- Establish and enhance quality assurance standards and software development best practices.
- Collaborate with the Project Management Office (PMO) to monitor project progress, risks, and deliverables.
- Work with business users and software vendors to troubleshoot issues and implement cost-effective solutions.
- Evaluate and maintain development tools, platforms, and environments required to support business needs.
- Mentor team members, assess skills, identify training opportunities, and support professional development.
- Provide leadership with regular updates on project status, resource utilization, and potential risks.
- Conduct performance management activities including coaching, supervision, and employee evaluations.
- Oversee application and systems support operations, including 24x7 availability and incident response.
- Participate in special projects and technology initiatives as assigned by IT leadership.
Required Qualifications
- Bachelor's degree in Computer Science, Information Systems, or a related field.
- Equivalent combination of education and experience may be considered.
- 7+ years of professional IT experience in application development, systems design, or software engineering.
- 5+ years of leadership or management experience overseeing technical teams.
- Strong software development and multi-platform programming experience.
- Experience supporting, administering, developing, implementing, or managing court case management systems or judicial information systems.

Tyler Technologies Odyssey (Enterprise Justice) experience; candidates with experience supporting other court or justice-related systems will also be considered.
- Experience working within court, judicial, public safety, law enforcement, criminal justice, or other CJIS-regulated environments.
- Demonstrated experience managing enterprise applications, databases, and software development lifecycles.
- Excellent communication, leadership, project management, analytical, and organizational skills.
- Strong interpersonal skills with the ability to collaborate effectively across technical and non-technical teams.
- Experience driving technology adoption, process improvements, and software development best practices.
- Ability to support mission-critical systems in a 24x7 operational environment.
