Project Director ~ Development (Water/Wastewater)

Scope
This position involves leading the planning and delivery of water and wastewater infrastructure projects — including treatment plants, pump stations, and pipelines — for municipal and industrial clients.
The role combines project oversight with direct contribution: technical review, client engagement, and contract negotiation. You’ll also guide multidisciplinary teams across design, permitting, procurement, and construction phases.
Responsibilities:
Pre-Contract
- Lead RFP/RFQ response strategy: define scope, pricing, and delivery model
- Assemble and manage proposal teams
- Write, review, and edit technical proposal content
- Define and negotiate contract terms with the client
Design & Procurement
- Set design schedule and lead project kickoff
- Define procurement strategy and authorize early purchases for long-lead items
- Oversee development of drawings, specs, and cost estimates
- Run client-facing design review sessions
- Ensure project stays aligned with initial budget and delivery strategy
Construction Phase
- Assign key project personnel and define roles
- Approve project and construction schedules, including revisions
- Conduct regular reviews with the Construction Project Manager (CPM)
- Approve budget items and client billing structure
- Visit sites periodically to assess progress and client satisfaction
Post-Delivery
- Lead internal debrief and lessons-learned
- Develop follow-up strategy with clients, including warranty review and repeat business opportunities
Requirements
- Bachelor’s in Civil, Environmental, or Mechanical Engineering
- 15+ years managing municipal water/wastewater treatment projects
- PE license preferred
- Strong track record managing scope, budget, and client relationships
- Experience with proposal writing and public presentations is useful
- Can write clearly and present to both technical and non-technical audiences
