  • Assemble and manage proposal teams
  • Write, review, and edit technical proposal content
  • Define and negotiate contract terms with the client

Design & Procurement

  • Define procurement strategy and authorize early purchases for long-lead items
  • Oversee development of drawings, specs, and cost estimates
  • Run client-facing design review sessions
  • Ensure project stays aligned with initial budget and delivery strategy

Construction Phase

  • Assign key project personnel and define roles
  • Approve project and construction schedules, including revisions
  • Conduct regular reviews with the Construction Project Manager (CPM)
  • Approve budget items and client billing structure
  • Visit sites periodically to assess progress and client satisfaction

Post-Delivery

  • Lead internal debrief and lessons-learned
  • Develop follow-up strategy with clients, including warranty review and repeat business opportunities

Requirements

  • Bachelor’s in Civil, Environmental, or Mechanical Engineering
  • 15+ years managing municipal water/wastewater treatment projects
  • PE license preferred
  • Strong track record managing scope, budget, and client relationships
  • Experience with proposal writing and public presentations is useful
