•      Salary: $95,000 – $135,000 Annually (DOE)

The Opportunity

Innovation Consulting LLC is recruiting on behalf of a publicly traded natural gas utility headquartered in Las Vegas, serving ~2 million customers across three western states. This is a direct-hire placement into the Talent Development team.


The company is transforming HR from a transactional model to a strategic business partner. This role sits at the center of that expansion — you’ll formalize what’s started, build what doesn’t exist yet, and help leadership decide what comes next. You’ll join a team of five, reporting to the Manager of Talent Development, and collaborate closely with HRBPs, Compensation, HR Systems, and senior business leaders.


What You’ll Do

•      Design and evolve a succession planning program covering Manager through senior leadership levels, including readiness assessments, 9-box talent matrices, and succession dashboards in Oracle HCM.

•      Conduct strategic workforce planning to identify talent gaps, role criticality, and bench strength; partner with HRBPs and senior leaders to build internal talent pipelines.

•      Build and manage an enterprise competency framework — define role-specific and leadership competencies, map to job architecture, and create practical performance tools (behavioral anchors, IDPs, career pathing).

•      Partner with Compensation to align competency levels to job architecture and total rewards structure.

•      Design career pathing programs across key job families with clear advancement criteria; facilitate talent reviews and calibration conversations.

•      Support organizational design work including structure reviews, role clarity initiatives, and culture/strategy alignment.

•      Provide talent data, workforce analytics, and program recommendations to HR leadership.


What You Bring

•      Bachelor’s degree in HR, Organizational Development, I-O Psychology, Business Administration, or related field.

•      5–7+ years progressive HR experience; 3+ years directly owning talent management, OD, or succession planning programs.

•      Hands-on experience building or evolving succession frameworks, competency models, and performance tools managers can actually use.

•      Strategic workforce planning experience with the ability to translate analysis into actionable talent strategy.

•      Proficiency with HRIS/talent platforms (Oracle HCM, SuccessFactors, Workday, or comparable).

•      Strong consulting and communication skills — you’ll partner directly with HR leadership and senior business stakeholders.

•      Ability to work on-site full-time in Las Vegas, NV.


Nice to Have:

•      SHRM-SCP, SHRM-CP, SPHR, or PHR certification; OD or talent analytics certifications (AIHR, DDI, Korn Ferry, ATD).

•      Experience in a regulated utility, energy, infrastructure, or similarly complex enterprise environment.

•      Familiarity with 9-box reviews, Kirkpatrick models, 360 feedback, HiPo frameworks, Power BI, or Microsoft 365 tools.


Compensation & Benefits

•      $95,000 – $135,000 base salary, benchmarked for the Las Vegas market.

Relocation assistance may be available for highly qualified candidates. Remote/hybrid not available.
