We are partnering with a leading pavement services company to place an experienced HR/Payroll Manager at their Lakeville, MN operation. Our client has established itself as an industry leader, with their Lakeville operation supporting approximately 75 employees, including seasonal union-based field employees who work primarily March through November. POSITION OVERVIEW
The HR/Payroll Manager will serve as the primary HR and payroll resource for this regional entity, partnering closely with local leadership, including the General Manager, Trucking Manager, Shop Manager, Office Manager, and Superintendents, as well as corporate HR and payroll teams. This role owns the full employment lifecycle and is responsible for the administration of all HR/payroll systems and weekly/bi-weekly payroll processing, including certified payroll and union reporting.
KEY RESPONSIBILITIES
HR/Payroll Systems (HRIS)
- Develop expert-level knowledge of the HRIS/payroll system (ADP WorkforceNow) and ensure full system utilization across all HR functions
- Manage timekeeping imports, payroll audits, employment changes, deductions, PTO, per diem, garnishments, and more
- Administer certified payroll, prevailing wage, fringe, and union reporting
- Partner with the Corporate Payroll Manager on all pre-transmittal payroll and union funding activities
- Champion employee self-service adoption and ongoing system optimization
HR Operations
- Ensure compliance with all applicable federal, state, and local employment laws and regulations
- Administer and enforce company HR policies and practices
- Manage leave of absence programs in partnership with corporate HR leadership
- Advise management on disciplinary matters; partner with CHRO on related documentation
- Lead annual open enrollment, safety day events, seasonal onboardings/offboardings
- Serve as the entity's EEO Officer; provide manager training and handle related inquiries

Generate and present workforce trend reports to local leadership to support retention and performance initiatives
Recruiting & Onboarding
- Manage the full requisition process — partnering with managers to post roles, screen applicants, and coordinate interviews and selections
- Collaborate with union associations and trade schools to source talent for union-specific roles
- Facilitate new hire onboarding including day-one agendas, policy reviews, safety orientations, benefit summaries, facility tours, and I-9/E-Verify completion
- Coordinate initial benefit enrollments for non-union employees within the first 30 days
- Issue and track company equipment (devices, cell phones, PPE, etc.)
IDEAL CANDIDATE PROFILE
- 5+ years of progressive HR and payroll experience
- Bachelor's degree in a related field and/or HR certification preferred
- Experience across the full employment lifecycle: recruiting, onboarding, benefits, payroll, and leave administration
- Strongly preferred experience in:
- ADP WorkforceNow
- Certified payroll administration and reporting
- Union administration and collective bargaining agreement interpretation
- Construction or heavy highway industry
- Workers' compensation and safety-related administration
- Strong knowledge of employment law, recordkeeping requirements, and HR best practices
- Proficient in Microsoft Office (Word, Excel, PowerPoint, Office 365)
- Exceptional attention to detail with the ability to manage competing priorities in a fast-paced environment
- Strong communicator with a customer-service mindset and proven relationship-building skills
- Discreet, dependable, and confident handling sensitive and confidential matters
This is a direct hire, in-office role, with a salary range of $75-90K, plus 10% discretionary bonus, as well as full benefits.
