Job Description:

• Outreach and Preparedness- This position will focus on reaching out to member agencies, as well as county, state, and national emergency management partner agencies to establish pre-disaster emergency response partnerships. This position will also maintain mutual aid/assistance relationships with the California Utilities Emergency Association (CUEA) and the California Water/Wastewater Response Network (Cal WARN) to ensure seamless communications before, during, and after emergencies. 
• The position will also design emergency response exercises for Emergency Operations Center (EOC) and Incident Command Posts (ICPs). These exercises will include staff, representatives from member agencies, and other outside agencies. This position will also coordinate regular emergency preparedness activities for employees.
• This successful candidate for this position must possess at least 3 years’ experience working in government emergency management. 
• Working in the field of utility emergency management preferred. The candidate should also possess a bachelor's or higher degree in Emergency Management, Public Administration, or Political Science.
• Possession as a Certified Emergency Manager (CEM) or Associated Emergency Manager (AEM) certs from the International Association of Emergency Management (IAEM) or similar certification from the California Emergency Services Association (CESA) is preferred. 
• Completion of ICS-300 and ICS-400 is also desirable but not required. Candidate should have completed the following FEMA online courses as a minimum; IS-100, IS-200, IS-700, and IS-800. (FEMA courses 100, 200, and 700 are introductory online independent study courses on emergency management and incident response. 
• They are part of the National Incident Management System (NIMS) training program managed by FEMA's Emergency Management Institute (EMI)

EMPLOYMENT STANDARDS 

MINIMUM QUALIFICATIONS 

• Education and Experience: Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience; or Master’s degree from an accredited college or university in a related field and four years of relevant experience; or two years in an Analyst classification. 
• Required Knowledge of: Principles, procedures, and practices of business management and analysis; project management; budgeting or finance; financial tracking systems; contract development and administration; pertinent laws, codes and regulations; and current office technology and equipment.
• Defensive Driving training will be required for this position - Online Safety Training Defensive Driving.

• Emergency design exercise - Emergency exercises are structured, simulated activities that test, validate, and improve an organization’s ability to respond to incidents.
• They are designed to evaluate plans, procedures, resources, and personnel performance in a safe, controlled environment
• DEEP - structured, scenario based drill designed to test and improve an organization’s Disaster Emergency Evacuation Preparedness (DEEP) plan by simulating real world emergencies and requiring staff to apply their emergency protocols
• ICP - ICP exercise is a structured training activity designed to help participants practice responding to potential threats or emergencies in a controlled, realistic setting
• EOC exercise – Emergency Operations Center simulated, hands on training activity that tests how an Emergency Operations Center (EOC) — the hub for coordinating emergency response — functions under realistic, but controlled, conditions
• Experience in Tabletop function exercise - A tabletop exercise is a facilitated, discussion-based session where participants walk through hypothetical emergency scenarios to evaluate their organization’s response plans, roles, and decision-making processes without the need for live drills or physical deployment of resources
• Experience emergency exercise tabletop exercise, functional and full-scale exercise. 

Desired Experience Below: 

• Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience; or master’s degree from an accredited college or university in a related field and four years of relevant experience
• 6 year’s experience in outreach, training, creating emergency design exercises, Tabletop function exercises.
• Three of those year’s experience in government emergency management 
• Valid California Class C Driver License that allows you to drive in the course of your employment.

The hiring range for this position is $58.00 - $63.00per per hour. The base pay actually offered will take into account internal equity, and may also vary depending on candidate's geographic region, job-related knowledge, skills, and experience amongst other factors.
