Overview

·        Monitor adherence of the Core Capacity quality program for company’s Quality Management System

·        Assist with updates to the Core Capacity Quality Management Plan and Procedures, as required

·        Monitor implementation of the Core Capacity Quality Management Plan across all participating divisions, including Design, Procurement and Construction and Operations

·        Review contract documents to verify quality requirements are included

·        Review process control for estimating, scheduling and change control

·        Participate in program and project element meetings and lead discussion of quality related items

·        Provide update to the TCCCP monthly project report, FTA quarterly reports, and any other ad hoc reporting as needed.

·        Participate in TCCCP monthly and quarterly review meetings


Responsibilities

·        Gathers necessary data and information and performs complex data analysis for specialized quality reports and projects; prepares a variety of technical reports to quality managers

·        Develop and implement KPIs to evaluate and communicate the quality performance of projects

·        Monthly Progress Report to cover quality status, work performed, and work planned for next month on all assignments

·        The Quality Assurance Personnel may submit a Daily and or Weekly Progress Report (as necessary) for all in-process activities as directed

·        Quality Management Plan, annual update, or as needed

·        Quality Assurance Audit and Field Quality Surveillance Reports

·        Report on the status of the corrective actions and non-conformance reports

·        Review and comments on the reviewed documents

·        Quality Assurance and Quality Control training materials 


Requirements

Education

A bachelor's degree in engineering or a closely related field from an accredited college or university.


Experience

Minimum (10) years of (full-time equivalent) verifiable Quality Assurance and Quality Control experience in Design and Construction which must have included at least two (2) years of Quality auditing

At least two (2) years of quality assessments, including quality assurance audits in design, procurement, and construction

A minimum of two (2) years of field quality experience in construction, covering civil, structural, mechanical, power electrical, systems integration, and train control, with a preference for experience in electrical and systems integration.


Other Requirements

Must possess a valid California driver's license and have a satisfactory driving record.

Must be available to work off-hour shifts, including holidays and weekends, at various locations throughout the District as needed for assigned projects.

Must be physically able to perform field inspections and investigations.

 

Knowledge and Skills

Knowledge of:

·        Principles and practices of design and construction, including contract

·        Quality Management System’s structure and components

·        Related local, state and federal codes, laws and regulations

·        Principles and practices of ISO 9001 standards for quality management

·        Principles and practices of quality assurance auditing

·        Failure analysis tools, techniques, and methods

·        Methods and techniques of statistical and data analysis

·        Methods and techniques for quality program development and evaluation

·        Principles of business letter writing and basic report preparation

·        Current office equipment including computers and supporting word processing and spreadsheet applications

Skill in:

·        Surveilling and assessing the work performed on design and construction projects for compliance with applicable standards

·        Identifying pitfalls and the absence of critical information in construction contracts

·        Defining and developing appropriate quality requirements for new equipment specifications

·        Conducting and overseeing field inspection and testing including field electrical and systems integration inspection and testing

·        Evaluating supplier compliance with contractual specification requirements,

·        Reading, understanding and interpreting engineering drawings, specifications, project plans and work documents

·        Interpreting, explaining, and enforcing department policies and procedures

·        Evaluating plans for opportunities to optimize processes

·        Conducting research and gathering information

·        Preparing a variety of complex analytical and technical reports

·        Establishing and maintaining effective working relationships with those contacted in the course of duties

·        Communicating effectively, clearly, and concisely, both orally and in writing

·        Working with Computerized Maintenance Management Systems (CMMS)

·        Operating office equipment, including computers and supporting word processing, spreadsheet, and presentation applications

·        Performing root cause analysis

·        Proficient in Microsoft office suite - Word, PowerPoint, Excel; excellent in data analysis and presentation development.



The hiring range for this position is $60 to $75 per hour. The base pay actually offered will take into account internal equity, and may also vary depending on candidate's geographic region, job-related knowledge, skills, and experience amongst other factors.
