Our client is a well-established affordable housing developer based in the Bronx, NY, focused on developing and delivering high-quality residential projects throughout New York City. They are seeking an Experienced Estimator / Preconstruction Manager to lead the budgeting, cost planning, and preconstruction process for new ground-up and rehabilitation affordable housing developments.
This role will work closely with the development, design, and construction teams to ensure accurate budgeting, value engineering, and financial feasibility throughout the project lifecycle.
Key Responsibilities
- Lead the preconstruction and estimating process for affordable housing development projects, including ground-up and rehabilitation work.
- Prepare conceptual, schematic, and detailed construction budgets based on drawings, specifications, and project scope.
- Develop and maintain accurate cost estimates, cost models, and historical cost databases for multifamily residential construction.
- Conduct value engineering analysis and recommend cost-saving strategies while maintaining project quality and schedule.
- Coordinate with architects, engineers, consultants, and development staff during design phases to align project scope with budget constraints.
- Solicit and evaluate subcontractor and vendor bids, ensuring competitive pricing and complete scopes of work.
- Prepare bid packages, scope sheets, and bid leveling comparisons.
- Assist in preparing project feasibility analyses and development budgets for new projects.
- Support the development team in preparing financial projections and cost assumptions for funding applications (HPD, HDC, LIHTC, etc.).
- Work with project managers and construction teams during project turnover to ensure clear budget alignment and scope definition.
- Track market pricing trends for materials, labor, and subcontractor trades.
Qualifications
- 8+ years of experience in construction estimating or preconstruction management.
- Strong experience estimating multifamily residential, affordable housing, or mixed-use developments.
- Experience with NYC construction costs, subcontractor markets, and union/non-union pricing.
- Ability to produce conceptual budgets during early design phases.
- Strong understanding of construction drawings, specifications, and building systems.
- Experience with ground-up construction and major renovations.
- Proficiency with estimating software and tools such as Procore, Bluebeam, Excel, On-Screen Takeoff, or similar platforms.
- Strong analytical, communication, and organizational skills.
- Ability to collaborate effectively with development, design, and construction teams.
Preferred Experience
- Experience working with affordable housing programs (HPD, HDC, LIHTC, HUD).
- Background working for a developer, general contractor, or construction manager involved in multifamily residential construction.
- Familiarity with NYC building codes and permitting processes.
