Fred Victor Centre is a charitable social services organization working to advance health, economic stability, and housing security for people experiencing poverty, homelessness, and complex mental health and substance use challenges across Toronto. Each day, more than 3,000 individuals access services across 20 locations throughout the city. Over its 125-year history, Fred Victor has remained grounded in the belief that every person deserves to be treated with dignity, respect, and unconditional positive regard. It is within this context that Fred Victor invites nominations and applications for the role of Vice President, People & Culture—a critical executive leadership position responsible for strengthening a people-centred, values-driven workplace in support of the organization’s mission and impact.

 

Reporting to the Chief Executive Officer and serving as a key member of the senior leadership team, the Vice President, People & Culture provides enterprise-wide leadership across human resources, labour relations, organizational development, recruitment and retention, compensation and benefits, equity, diversity, inclusion and accessibility (EDIA), leadership development, employee wellness, and workplace culture. Operating in a unionized, community-based environment, the Vice President brings both strategic perspective and operational discipline—ensuring compliance with employment legislation, collective agreements, and governance requirements while fostering a culture of trust, engagement, and accountability. Leading a team that includes two Directors and one Senior Manager, the Vice President ensures departmental priorities align with broader organizational goals while working closely with the CEO, fellow Vice Presidents, and managers to support effective people leadership across the organization. The role also oversees departmental budgeting, attends Board meetings as required, and serves as the organization’s Privacy Officer.

 

Qualifications


Among the qualifications being sought in candidates, the incoming executive must have a deep and abiding commitment to equity, diversity, inclusion, anti-racism, and anti-oppression practices, and must believe intrinsically in the importance of building organizational cultures grounded in compassion, accountability, and social justice. While all qualified candidates are encouraged to apply and share how they see themselves contributing to the Fred Victor environment, the following credentials and experiences are seen as possible markers of success in the role: A) 10+ years of progressive human resources leadership experience within the non-profit, community-based, or broader public sector, including demonstrated experience working in unionized environments and navigating complex labour relations matters; B) experience leading a division of scale and complexity during periods of growth, change, or ambiguity, with the ability to adapt organizational structures and systems accordingly; C) demonstrated success advancing equity and inclusion initiatives, strengthening employee engagement across multiple sites, and building trusted relationships with diverse stakeholders including staff, volunteers, community partners, and funders; and D) a degree or diploma in labour relations, human resource management, or a related field, or an equivalent combination of education and experience, with CHRP, CHRL,CHRE or similar designation considered an asset.

 

The expected salary range for this position is $150,000 to $175,000 CAD per year, commensurate with experience and qualifications.
