JOB SUMMARY


The Chief Financial Officer (CFO) is a strategic partner to the CEO and Executive Team, responsible for ensuring the financial health, sustainability, and regulatory compliance of the organization. The CFO leads a multidisciplinary finance team—including accounting, revenue cycle, grants management, data analytics, pharmacy billing, and financial assistance coordination—and builds the foundation for long-term fiscal success in a dynamic healthcare environment. This role is essential to maintaining compliance with HRSA and FQHC requirements, including cost reporting, grant management, and timely submissions to regulatory bodies.



ESSENTIAL RESPONSIBILITIES


Strategic Leadership & Planning

  • Serve as a strategic advisor to the CEO and Board on financial planning, forecasting, and risk management.
  • Lead long- and short-term financial planning aligned with organizational goals.
  • Develop and monitor financial KPIs and dashboards to support data-driven decision-making.
  • Collaborate with the Executive Leadership Team to ensure cohesive execution of business operations and service delivery.


Regulatory Compliance & Reporting

  • Ensure full compliance with HRSA, UDS, 340B, and other FQHC-specific regulations.
  • Prepare and submit Medicare and Medicaid cost reports and annual HRSA submissions on time.
  • Oversee coordination with independent auditors and ensure resolution of all audit findings.
  • Ensure compliance with IRS filing requirements and federal reporting standards.


Financial Operations

  • Direct all accounting, payroll, A/R, A/P, and internal control functions.
  • Ensure timely monthly close and preparation of financial statements and board reports.
  • Maintain accurate accrual-based accounting and ensure successful audits.
  • Develop and maintain systems of internal controls to safeguard financial assets.


Cash & Asset Management

  • Manage cash flow, working capital, and investment of idle funds.
  • Oversee insurance coverage, claims management, and risk mitigation strategies.


340B Program Oversight

  • Ensure compliance with 340B regulations, track savings, and lead annual audits.
  • Evaluate opportunities for program expansion and optimization.


Team Leadership

  • Recruit, train, and supervise finance and billing staff.
  • Foster a culture of accountability, continuous improvement, and professional development.


Board & Stakeholder Engagement

  • Serve as staff liaison to the Finance and Audit Committees of the Board.
  • Provide clear, actionable financial insights to the Board, CEO, and leadership team.


General Duties

  • Maintain confidentiality of financial and organizational information.
  • Perform other duties as assigned.



EDUCATION AND EXPERIENCE


  • Bachelor’s degree in Business, Management, or Finance required; MA/MBA preferred.
  • Minimum of 3–5 years of fiscal management and supervisory experience in a nonprofit or healthcare setting.
  • At least 5 years of experience in healthcare reimbursement financing.
  • Finance experience in a Federally Qualified Health Center (FQHC) strongly preferred.
  • Proven executive leadership skills and ability to engage with the Board of Directors and executive staff.
  • Strong analytical and communication skills (verbal and written).
  • Well-organized, self-directed, politically savvy, and a collaborative team player.

KNOWLEDGE, SKILLS, AND ABILITIES


  • Strong financial knowledge with operational focus.
  • Familiarity with third-party billing, contracts, ACOs, and Pay-for-Performance models.
  • Knowledge of GAAP and standard billing practices.
  • Experience with EMR systems and coding for invoicing.
  • Excellent financial judgment and decision-making skills.
  • High proficiency in Microsoft Office and accounting software.
  • Strong technical and analytical skills.
  • Ability to analyze practice trends and make data-driven decisions.
  • Excellent organizational, presentation, and interpersonal skills.
  • Ability to relate to individuals at all levels of the organization.
  • Ability to provide timely, accurate financial analysis to support CEO and Board responsibilities.
  • Experience managing third-party billing vendors.
  • Ability to negotiate and monitor payor contracts to optimize reimbursement and revenue.
  • Self-starter with the ability to manage multiple complex projects.
  • Demonstrates integrity, professionalism, and confidentiality.
  • Ability to remain calm under pressure and manage time effectively.
  • Ability to respond appropriately to sensitive inquiries or complaints.
  • Capable of working independently and supervising others.

Wide range of standard office equipment. Computer use and proficiency required.



WORKING CONDITIONS


Medical offices in Health Center. Controlled lighting, air quality, and temperature settings. Environmental hazards may be unpredictable including exposure to communicable diseases.



PHYSICAL/MENTAL REQUIREMENTS


Involves standing, walking, kneeling, bending, grasping, manipulating and squatting and lifting (up to 50 pounds). Walking or standing may be more than four (4) hours per day. Must be able to work in a standard medical office setting including use of a computer, and standard office equipment. Must have ability to read computer screens, printed materials and hearing and speech to communicate in person as well as over the phone. Must be able to attend meetings at various sites when required. Stress can be triggered by workload and complex cases.
