Job Title: Chief Fiscal Officer

Reports To: Chief Executive Officer

FLSA Status: Exempt


Summary: The Chief Fiscal Officer is responsible for establishing and maintain a complex integrated system of financial staff services that contribute to effective management control over facility operations, The CFO is responsible for fund maintenance of programs, appropriateness of expenditures, and ensuring the fiscal integrity of all financial records at the Health Center.


Duties and Responsibilities include the following.

1. Exercise effective control over the financial resources of the Health Center.

2. Coordinate and synthesize financial and management data to interpret the composite financial results of operations to all levels of the organization’s management.

3. Analyze operations to evaluate performance of a company or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change

4. Prepare budgets for approval, including those for funding or implementation of programs.

5. Advise and assist management officials of the Health Center by supplying fiscal management advice required to make management decisions, establish organization goals and objectives, and in all respects to manage the financial management of the Health Center.

6. Establish tables of accounts and assign entries to proper accounts.

7. Develop, coordinate, and maintain an integrated system of financial services to include budgeting, management-financial reporting and auditing.

8. Operate computers programmed with accounting software to record, store, and analyze information.

9. Comply with federal, state, and company policies, procedures, and regulations.

10. Fund maintenance of programs, appropriateness of expenditures, and ensuring the fiscal integrity of all financial records at the Health Center.

11. Review, analyze, evaluate and report program accomplishments in financial terms.

12. Advising on, developing coordinating, and carrying out financial policies, procedures and plans.

13. Other duties that relate to the financial stability and management of the Health Center.


Supervisory Responsibilities:

Directly supervise accounting and the billing staff. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Language Ability:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from patients, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.


Math Ability:

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Reasoning Ability:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. The ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.


Computer Skills: Office suite software, Medical Software

To perform this job successfully, an individual should have knowledge of accounting software, Microsoft Word, Microsoft Excel, Microsoft Outlook and Microsoft Internet Explorer.


Education:

Bachelor of Science Accountancy or related discipline. Master level in Accountancy preferred.


Experience:

Extensive skill, knowledge, and experience are needed for this occupation. Many require more than five years of experience. For example, surgeons must complete four years of college and an additional five to seven years of specialized medical training to be able to do their job.


Certificates and Licenses:

Must maintain a valid, unrestricted driver's license.


Knowledge, Skills and Other Abilities:

  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods and coordination of people and resources.
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
  • Knowledge of arithmetic, algebra, statistics, and their applications.
  • Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulation, executive orders, agency rules, and the democratic political process.
  • The ability to communicate information and ideas in speaking so other will understand.
  • The ability to motivate, develop and direct people as they work, identifying the best people for the job.
  • The ability to speak clearly so other will understand.
