A well-established, mission-driven affordable housing organization is seeking a Community Property Manager to support two well-maintained residential communities located in one of Oakland’s most desirable and well-connected neighborhoods.
This is an open position that will begin as a consultant/temporary role, with a strong likelihood of conversion to a full-time, permanent position based on performance and organizational need. The consultant-to-hire structure is intentional and designed to ensure a strong long-term fit on both sides.
The role is 100% on-site (5 days/week) and situated in a highly sought-after Oakland area known for its walkability, proximity to Lake Merritt, access to downtown, vibrant dining and cultural amenities, and convenient public transportation. The Role
The Community Property Manager plays a vital role in ensuring smooth day-to-day operations while fostering a safe, welcoming, and well-run residential environment.
In this role, you will oversee one or more affordable housing communities, supervise on-site staff, and serve as a central point of contact for residents, internal teams, and external partners. You will help ensure operational excellence, regulatory compliance, and a positive resident experience.
This role reports to a senior Property Manager and works closely with Resident Services, maintenance teams, and community partners.
Key Responsibilities
- Supervise on-site property staff; conduct performance reviews and provide coaching and development
- Manage fiscal operations including rent collection, security deposits, income verification, bank deposits, and delinquency management
- Ensure compliance with all regulatory requirements, including Fair Housing, HUD, TCAC, and local regulations
- Oversee facilities and maintenance by setting preventive maintenance schedules, conducting regular inspections, and coordinating repairs
- Process resident applications, certifications, recertifications, lease renewals, and waitlists with accuracy and attention to detail
- Partner with community organizations, government agencies, and public safety professionals
- Implement risk management, safety, and emergency preparedness procedures
- Market available units and ensure timely unit turnover in accordance with approved plans
Qualifications
- Associate degree plus 3+ years of multi-family property management experience
- Minimum 2 years of affordable housing experience, or equivalent experience
- At least 1 year of supervisory or lead experience
- Tax Credit Specialist (TCS) or Certified Occupancy Specialist (COS) certification, or ability to obtain within 6 months (company-paid upon conversion)
- Strong working knowledge of Fair Housing laws; ability to pass FHA test within 60 days
- Proficiency with Microsoft Office and RealPage or similar property management software
- Excellent written and verbal communication skills
- Valid California Driver’s License, reliable transportation, and current auto insurance

Compensation
- $31–$34/hour, depending on experience
- Consultant / temporary role with strong potential to convert to a full-time, permanent position
